Governance bezeichnet im weitesten Sinne Phänomene des Regierens (government) und Steuerns. Insbesondere erfasst der Begriff Governance aber Veränderungen der politischen Steuerung und organisationalen Gestaltung in komplexen Regelsystemen. Zu unterscheiden ist dabei eine empirisch-analytische von einer normativ-strategischen Verwendung des Konzepts. In analytischer Perspektive versucht Governance zu verstehen, wie sich politische Steuerung angesichts zunehmend komplexer gesellschaftlicher Verflechtungen und Interdependenzen über (a) politische Ebenen (kommunal, national, international), (b) gesellschaftliche Sektoren (Staat, Markt, Assoziationen, primäre Netze) und (c) die Grenzen von Politikfeldern hinweg wandelt. Erkannt wird, dass politische Steuerung unter diesen Bedingungen weder allein (hierarchisch) durch den (souveränen) Staat erfolgt, noch gänzlich dem Markt überlassen wird. Politische Steuerung erscheint angesichts der Komplexität der Verhältnisse als Aushandlungsprozess in Politiknetzwerken und ist besser als Mix verschiedener Steuerungsmechanismen zu begreifen. In normativer Perspektive meint Governance ein Reformkonzept, das die Abstimmung und das Zusammenwirken der Ebenen und Sektoren im Sinne guten Regierens zu verbessern versucht (Interdependenzmanagement), um Politik und Organisationen effektiver, effizienter und partizipativer zu gestalten und damit Funktionsfähigkeit und Legitimität zu erhöhen. Für die Soziale Arbeit liefert Governance einen Analyserahmen, um besser zu verstehen, welche Auswirkungen politische Richtungsentscheidungen und Schwerpunktverlagerungen zugunsten bestimmter Steuerungsmechanismen (hierarchisch-administrative, marktnahe, netzwerkförmige, solidarische usw.) auf die Wohlfahrtsproduktion im Wohlfahrtsmix von Staat, Markt, Assoziationen, Familien und anderen Formen der Gemeinschaft haben. Dabei geht es auch um die Frage, wie Organisationen Sozialer Arbeit (ihre Dienste und Verbände) auf die sich verändernden Rahmenbedingungen (Ökonomisierung, Individualisierung und Pluralisierung der Gesellschaft) reagieren und wie sie sich aufstellen können und sollen, um ihren Integrationsauftrag zu erfüllen. Vor diesem Hintergrund gilt es, kritisch zu hinterfragen, ob Politiksteuerung im Sinne von Governance (einschließlich der damit verbundenen Neubestimmung der Rolle von Kommune und Staat) mit Blick auf die Klientel Sozialer Arbeit tatsächlich einen Fortschritt in Richtung Partizipation und Gerechtigkeit darstellt oder ob nicht vielmehr Governancestrukturen vorhandene Exklusionsphänomene weiter verstärken. Daran schließt sich die Frage an, wie einer solchen potentiellen Verstärkung von Exklusion seitens Politik und Sozialer Arbeit entgegengewirkt werden kann.

The workings of multi-level governance -- institutional choices concerning centralisation, decentralisation and subsidiarity -- are widely debated within European public policy, but few systematic studies assessing the effects of changing divisions of power for policy-making have been carried out. This volume offers an assessment of the workings of multi-level governance in terms of social welfare policy across different clusters of European states -- Nordic, Southern European, Central and East European. This book reports on a major comparative study at the European Centre for Social Welfare policy and Research, which included partners from univerisities in Finland, France, Italy, Norway, Sweden, Poland, Spain and Switzerland. It reports on three particular policy areas: social assistance and local policies against poverty; activation and labour market policies; and care for the elderly. The authors describe different starting points, strategies and solutions in European countries which are facing similar challenges and could thus learn from each other.
