Harnessing the economic opportunities of digital technologies often requires changes in policy and regulation. Domestic regulation and policy-making alone are unable to deal with the multilevel interactions that take place in the governance of digital technologies. In an era of unprecedented levels of interdependence, measures that regulate the global digital economy at the regional and at the international levels are fundamentally important. Despite the growing need for international cooperation in technology policy-making, global governance is falling short of their tasks. In particular, multilateral institutions and formal mechanisms of coordination are not representative of the interests and policy priorities of low- and middle-income countries. Drawing on the findings of a recent study, this essay seeks to understand the relative importance of international coordination in technology policy in developing countries. In doing so, it addresses how low- and middle-income countries can design and adopt much-needed digital regulation while rethinking the international dynamics that shape domestic and cross-border technology policy-making.

Digital technologies are reshaping the global economy and complicating cooperation over its governance. Innovations in technology and business propel a new, digitally-driven phase of globalization defined by the expansion of cross-border information flows that is provoking political conflict and policy discord. This Element argues that the activities of digital value chains (DVCs), the central economic actors in digital globalization, complicate international economic relations. DVC activities can erode individual privacy, shift tax burdens, and cement monopoly positions. These outcomes generate a new politics of globalization, and governments are responding with increasing restrictions on cross-border data flows. This monograph: 1) explains the new sources of political division stemming from digital globalization; 2) documents policy barriers to digital trade; 3) presents a framework to explain digital trade barriers across countries; and 4) assesses the prospects for international cooperation on digital governance, which requires countries move beyond coordinated liberalization and toward coordinated regulation.

Innovation in information and production technologies is creating benefits and disruption, profoundly altering how firms and markets perform. Digital DNA provides an in depth examination of the opportunities and challenges in the fast-changing global economy and lays out strategies that countries and the international community should embrace to promote robust growth while addressing the risks of this digital upheaval. Wisely guiding the transformation in innovation is a major challenge for global prosperity that affects everyone. Peter Cowhey and Jonathan Aronson demonstrate how the digital revolution is transforming the business models of high tech industries but also of traditional agricultural, manufacturing, and service sector firms. The rapidity of change combines with the uncertainty of winners and losers to create political and economic tensions over how to adapt public policies to new technological and market surprises. The logic of the policy trade-offs confronting society, and the political economy of practical decision-making is explored through three developments: The rise of Cloud Computing and trans-border data flows; international collaboration to reduce cybersecurity risks; and the consequences of different national standards of digital privacy protection. The most appropriate global strategies will recognize that a significant diversity in individual national policies is inevitable. However, because digital technologies operate across national boundaries there is also a need for a common international baseline of policy fundamentals to facilitate "quasi-convergence" of these national policies. Cowhey and Aronson's examination of these dynamic developments lead to a measured proposal for authoritative "soft rules" that requires governments to create policies that achieve certain objectives, but leaves the specific design to national discretion. These rules should embrace mechanisms to work with expert multi-stakeholder organizations to facilitate the implementation of formal agreements, enhance their political legitimacy and technical expertise, and build flexible learning into the governance regime. The result will be greater convergence of national policies and the space for the new innovation system to flourish.

This book addresses the complex issue of global Internet governance by focusing on its implementation in Malaysia and Singapore. Digital technologies are being adopted at a faster pace than previous waves of innovation, and their use is re-shaping administration and business, consumer behaviour and social interactions. They are subject to widely varying regimes, from lightly regulated but heavily standardised global equipment markets, heavily regulated markets for wireless services, to barely regulated over the top (OTT) services. The regulation of aggregators and platforms is achieving greater attention. Leading governments encourage the creation of new technologies and the adoption of existing and emerging technologies, in pursuit of economic growth and improved productivity. They fund research and development (R&D), expansion of university courses, the creation and growth of technology hubs, the deployment of new networks (e.g., FTTH and 5G) and the extension of established networks in areas considered not commercially viable. Considerable attention has been given to the Internet of Things (IoT) and the Industrial Internet of Things (IIoT), frameworks for connecting billions of objects, enabling smart buildings, homes, factories and cities. To secure economic and social gains, governments are updating cybersecurity strategies, to counter threats from criminals, hostile states and terrorists. The European Union (EU) has elevated data protection to be a right, alongside privacy, and enacted the General Data Protection Regulation (GDPR), supported by a network of national supervisory authorities. Skills shortages are long-standing, despite some international movement of individuals, with growing demand in cybersecurity, and with growing demand for the skills required to work with artificial intelligence and robotics. There remain difficulties in measuring the digital economy and society.
