This book comparatively analyses the federal policies and financing of India and Canada. It examines whether federalism as a system of governance is better suited to deal with environmental questions. It operates from the assumption that federalism can provide an effective solution to the emerging concerns of the environment because it essentially provides a model of disaggregated governance without any extensive and intrusive mark of hierarchy. It presents a uniquely exploration of environmental governance from this hitherto under-researched perspective, and simultaneously, in order to provide a better conceptual understanding, examines the different theories of federalism and modes of distribution of powers, authorities and functions. Given their symmetrical federal experiences, India and Canada naturally qualify as the domain of study, with both being known as twin federal nations. Issues of environment have been factorised and classified according to their critical significance in terms of policy choices. The combinatorial structure has been evaluated in terms of better federal management of environment. In the process, many new dimensions of federalism and environment have emerged, which may contribute to the critical mass of knowledge on the subject. This book makes a departure from the general mono-construction of the environment as a restricted unit of knowledge available only to a specialist. Broadly following an interdisciplinary logic of formation of idea, this study is highly relevant in generating a new perspective on environmental research. It defines environment as a system which requires careful redrafting and reworking of three structures of relationships, namely between man and environment, between resource community and the state, and between inter-governmental contestations.

An examination of whether accountability mechanisms in global environmental governance that focus on monitoring and enforcement necessarily lead to better governance and better environmental outcomes. The rapid development of global environmental governance has been accompanied by questions of accountability. Efforts to address what has been called “a culture of unaccountability” include greater transparency, public justification for governance decisions, and the establishment of monitoring and enforcement procedures. And yet, as this volume shows, these can lead to an “accountability trap”—a focus on accountability measures rather than improved environmental outcomes. Through analyses and case studies, the contributors consider how accountability is being used within global environmental governance and if the proliferation of accountability tools enables governance to better address global environmental deterioration. Examining public, private, voluntary, and hybrid types of global environmental governance, the volume shows that the different governance goals of the various actors shape the accompanying accountability processes. These goals—from serving constituents to reaping economic benefits—determine to whom and for what the actors must account. In this work, the attempt is made to explore and understand the interaction between different institutions in environmental governance, and the role of human livelihood strategies in this interaction. With a case study of teak farming and sand winning in the Dormaa Municipality and Dormaa East district in midwestern Ghana, the work seeks to contribute to understanding the dynamics and role of institutions and human behaviour relationship in environmental governance. The study has been formulated and conducted following some observations of interaction between statutory and customary institutions in regulating human activities on the natural environment in Dormaa. Prior to this study, observations of this author in some communities in the Dormaa Municipality and Dormaa East district showed that statutory and customary environmental governance institutions influenced each other to shape the ways different people acted on the natural environment. Moreover, it was observed that the actions of people in turn influenced how these institutions functioned and affected each other.
