Jacqueline Best argues that the 1990s changes in IMF, World Bank and donor policies, towards what some have called the 'Post-Washington Consensus,' were driven by an erosion of expert authority and an increasing preoccupation with policy failure. Failures such as the Asian financial crisis and the decades of despair in sub-Saharan Africa led these institutions to develop governance strategies designed to avoid failure: fostering country ownership, developing global standards, managing risk and vulnerability and measuring results. In contrast to the structural adjustment era when policymakers were confident in their solutions, this is an era of provisional governance, in which key actors are aware of the possibility of failure even as they seek to inoculate themselves against it. Best considers the implications of this shift, asking if it is a positive change and whether it is sustainable. Governing the Interlinkages between the SDGs: Approaches, Opportunities and Challenges identifies the institutional processes, governance mechanisms and policy mixes that are conducive to devising strategies of integrated Sustainable Development Goal (SDG) implementation. The book edited by Anita Breuer, Daniele Malerba, Srinivasa Srigiri and Pooja Balasubramanian examines the dedicated policies targeting the SDGs, as well as political and institutional drivers of synergies and trade-offs between the SDGs in selected key areas – both cross-nationally and in specific country contexts. Their analysis moves beyond the focus on links between SDG indicators and targets. Instead, the book takes advantage of recent evidence from the initial implementation phase of the SDGs and each chapter explores the question of which political-institutional prerequisites, governance mechanisms and policy instruments are suited to accelerate the implementation of the SDGs. The findings presented are intended to both inform high-level policy debates and to provide orientation for practitioners working on development cooperation. Governments around the world are clamouring to engage the private sector in order to build infrastructure and deliver public services. However, the role of the state in managing new relationships with companies is often murky. Is the government a slow and wasteful bureaucracy that must be held at bay or is it a necessary authority? Assessing the appropriate role for governments within these partnerships and the factors that lead to their success or failure, Governing Public-Private Partnerships delves into two examples of collaborative projects in urban transportation: Vancouver’s Canada Line and the Sydney Airport Rail Link. Through personal interviews with CEOs, senior bureaucrats, and politicians, Joshua Newman compares the strategies pursued by an active and shrewd provincial government in British Columbia with the more hands-off state government in New South Wales, Australia. By supporting networks of players in the transportation game, actively seeking lessons from international experience, and innovating responses to novel policy problems, the public sector was able to lead the Canada Line partnership to operational success. In Sydney, however, the unwillingness of the state government to manage the partnership resulted in a sluggish Airport Link that, after sixteen years in operation, still has not met its original expectations. At a time of renewed interest in private involvement with public services, Governing Public-Private Partnerships provides an in-depth look into how the state can – and must – remain involved.

Harmony has become a major challenge for modern governance in the twenty-first century because of the multi-religious, multi-racial and multi-ethnic character of our increasingly globalized societies. Governments all over the world are facing growing pressure to integrate the many diverse elements and subcultures which make up modern pluralistic societies. This book examines the idea of harmony, and its place in politics and governance, both in theory and practice, in Asia, the West and elsewhere. It explores and analyses the meanings, mechanisms, dimensions and methodologies of harmony as a normative political ideal in both Western and Asian philosophical traditions. The book argues that in Western political thought - which sees politics as primarily concerned with resolving social conflicts and protecting individual rights - the concept of harmony has often been neglected. In contrast, since earliest times harmony or ‘he’ has been a profound theme in Confucian thought, and current leaders of many East Asian governments, and the Chinese government, have explicitly declared that the realisation of a harmonious society is their aim. The book also assesses how harmony is pursued, jeopardized or deformed in the real world of politics, based upon empirical analysis of a variety of different cultural, social and political contexts, including: China, Hong Kong, Singapore, Malaysia, Singapore, Vietnam, Denmark, Latin America and the Scandinavian countries. It shows how harmony as an organizing concept can help to promote new thinking in governance, and overcome problems of modern-day governance like distrust, adversarial conflicts, hyper-individualism, coercive state intervention, and free-market alienation. It also discusses the potential problems posed by the pursuit of harmony, in particular in the grave threat of totalitarianism, and considers how these risks could best be mitigated.
