Governing Rural England provides a new perspective on the process of state formation in modern England. It begins by identifying the complex ideological, cultural, and institutional influences which shaped the political provincialism of later Hanoverian England. In contrast to traditional accounts, which emphasized the ineffective, even oligarchic, character of the administration of rural England, David Eastwood demonstrates its effectiveness and capacity to adapt, and uncovers the complex interplay between central and local institutions which lay at the heart of the late Hanoverian polity. By examining key areas of policy (poor law administration, police, crime and punishment) Dr Eastwood explains the ways in which new principles of public administration combined with rapid social change to create a profound crisis in English local government in the second quarter of the nineteenth century. The resolution of this crisis led to a diminution in the role and power of traditional governing elites in rural England. This complex reconfiguration of authority within the English state had a profound influence on the developing political culture and institutional framework of modern Britain.

This book provides a multidisciplinary analysis of rural society in a post-Brexit UK by examining the emergence of new environmental and rural policies and the implications of this transition for rural communities. Through the Common Agricultural Policy, Common Fisheries Policy, the Birds and Habitats Directives, the Water Framework Directive and a myriad of other legislations and institutions, the EU has had a deciding role in how the UK’s rural environment is governed. Disentangling this policy legacy is a complex process and offers both opportunities and challenges for policy makers, institutions, organisations and stakeholders across the UK as they strive to create appropriate new governance structures. With the Agriculture Bill, the 25-Year Environment Plan and the founding of the Office of Environmental Protection, the UK government has provided at least a degree of clarity on the future direction of environmental governance, but much remains uncertain, not least how this is engaged with by different stakeholders. While Brexit is the lens through which rural policy and sustainability are interrogated, this collection demonstrates the underpinning features of rural policy and society, identifying opportunities for addressing deep-seated policy weaknesses thereby creating a more sustainable and equitable rural society. This book brings together academics, established and early career, to discuss the impact of Brexit on rural environmental governance and on the wider sustainability of rural society, relating to three overall themes: rural governance, sustainable land use, and sustainable rural communities. In recent decades, the responsibility for initiating regeneration programmes has been placed firmly in the hands of rural communities, with the rationale being that local people are best placed to know their own problems and, consequently, to develop their own solutions. Despite the popularity of this approach, the self-help approach has its own problems and can be seen as an attempt by governments to reduce public spending. This book provides a critical account of the discourses and practices of self-help in contemporary rural development policies of Australia and other western nations. Although it examines the problems of the self-help approach, it moves beyond a straightforward exposition of the impediments to self-help. Instead, taking a Foucauldian governmentality perspective, it puts forward a theoretical analysis of the self-help concept, assessing it as a means of governing rural development in an advanced liberal manner. It argues that self-help should not be regarded as either the empowerment or the abandonment of rural citizens by a shrinking state, but rather the application of new ways of thinking about and acting upon rural development.
