SSR is a key element of the transitions out of war, aiming at the establishment of accountable and legitimate institutions able to prevent and sanction the use of violence. While recognizing the need to include local actors, donor policies still focus mostly on the state as a provider of security. Second generation SSR has emphasized the need to include local communities and recognize the existence of non-state actors in the provision of security and justice. However, recognition is not enough. This Element promotes a radical re-think of SSR in the context of conflict and war. Guiding question for the considerations is how can security sector reform be set up and implemented to contribute to constructive and inclusive state-society relations, and build the path to long-lasting peace? This Element argues that a focus on functional equivalents, minorities, gender, and human rights is key for the design, implementation, and success of SSR.

This book analyses under what conditions, and with what developmental effects, armed organizations shift their ‘coercive profile’ during civil wars, with a focus on the recent conflicts in Syria and Iraq. The work begins with an operationalisation of the term ‘political settlement’, focusing on how power is organized in fragile and conflict-affected countries, and then uses this operationalization to analyse the political settlements of contemporary Syria and Iraq, including their breakdown and transformation during recent civil wars (of 2011-today in Syria and 2014-17 in Iraq). It subsequently examines why and how elite factions have used armed organizations in times of conflict. This approach links an understanding of the broad evolution of power relations at the national level with the specific effects of the use of armed organizations on such relations. It argues for a shift from assigning fixed labels to armed organizations during civil wars to studying their coercive profile in a dynamic fashion, i.e. how armed organizations behave in terms of their use of threats and coercive force. The book introduces five profiles of coercive behaviour that demonstrate how the same organization can behave very differently at various points in time. One of these, the ‘hybrid coercive profile’, fills a gap in the existing civil war typology of organized armed violence by opening up the possibility of elite factions deliberately combining collaborative and competitive modes of behaviour. As an evidence base, the book provides in-depth analysis of the origins, evolution and operations of four armed organizations that have acted under a hybrid coercive profile during the Syrian and Iraqi civil wars: the Syrian Kurdish People’s Defence Forces, the Eagles of the Whirlwind of the Syrian Social Nationalist Party, the Iraqi Kurdish Peshmerga and the Badr Organization. By connecting the concepts of political settlement and civil war, and applying them to specific armed organizations operating in Syria and Iraq, the book offers new insights into this nexus. What impact does UN peacekeeping have on the politics of authoritarianism in host countries? This book advances a theoretically innovative and empirically rich answer to this question: while the UN does not intentionally promote authoritarianism, it faces a number of constraints and dilemmas that give rise to what we call authoritarian enabling. Enabling can occur through two mechanisms, capacity building and the creation of a permissive environment, which enhance the ability of host governments to engage in authoritarian behavior and signal to them that doing so is low-cost. This book illustrates these two mechanisms with four in-depth case studies of UN peacekeeping operations: UNTAC in Cambodia, MONUC/MONUSCO in the Democratic Republic of Congo, MINUSTAH in Haiti, and UNMIL in Liberia. The analysis is based on primary interview data from over 200 interviews. The authors explore the sources of enabling, identifying the trade-offs and contradictions that give rise to these two mechanisms. They include respect for sovereignty, the importance of working relations with the host government, the tension between democracy and other mission goals, the pressure to demonstrate quick results, and divergences within missions and the broader international community. While enabling stops short of the outright promotion of authoritarianism, it explains why the UN's activities often appear to contradict its stated objectives and the outcomes it delivers fall short of its goals. In addition to its theoretical and empirical contributions, the book suggests how these dilemmas and challenges can be overcome.
