By examining the administrative, military and fiscal transformation of Muş, a multi-ethnic, multi-religious sub-province in the Ottoman East, it shows how the reforms were not top-down and were shaped according to local particularities. Ella Fratantuono places the governance of migrants at the centre of Ottoman state-building across a 60-year period (1850-1910) to answer these questions. She traces the significance of the term muhacir (migrant) within Ottoman governance during this global era of mass migration, during which millions of migrants arrived in the empire, many fleeing from oppression, violence and war. Rather than adopting the familiar distinction between coerced and non-coerced migration, Fratanuono explores how officials' use of muhacir captures changing approaches to administering migrants and the Ottoman population. By doing so, she places the Ottoman experience within a global history of migration management and sheds light on how six decades of governing migration contributed to the infrastructures and ideology essential to mass displacement in the empire's last decade.

In Ottoman Land Reform in the Province of Baghdad, Keiko Kiyotaki traces the Ottoman reforms of tax farming and land tenure and establishes that their effects were the key ingredients of agricultural progress. These modernizing reforms are shown to be effective because they were compatible with local customs and tribal traditions, which the Ottoman governors worked to preserve. Ottoman rule in Iraq has previously been considered oppressive and blamed with failure to develop the country. Since the British mandate government’s land and tax policies were little examined, the Ottoman legacy has been left unidentified. This book proves that Ottoman land reforms led to increases in agricultural production and tax revenue, while the hasty reforms enacted by the mandate government ignoring indigenous customs caused new agricultural and land problems.

This book analyses the role of the mobility factor in the spread of Russian rule in Eurasia in the formative period of the rise of the Russian Empire and offers an examination of the interaction of Russian authorities with their nomadic partners. Demonstrating that the mobility factor strongly shaped the system of protectorate that the Russian and Qing monarchs imposed on their nomadic counterparts, the book argues that it operated as a flexible institutional framework, which enabled all sides to derive maximum benefits from a given political situation. The author establishes that interactions of Russian authorities with their Kalmyk and Qazaq counterparts during the mid-16th to the mid-19th centuries were strongly informed by the power dynamics of the Inner Asian frontier. These dynamics were marked by Russia’s rivalry with Qing Chinese and Jungar leaders to exert its influence over frontier nomadic populations. This book shows that each of these parties began to adopt key elements of existing steppe political culture. It also suggests that the different norms of governance adopted by the Russian state continued to shape its elite politics well into the 1820s and beyond. The author proposes that, by combining key elements of this culture with new practices, Russian authorities proved capable of creating innovative forms of governance that ended up shaping the very nature of the colonial Russian state itself. An important contribution to the ongoing debates pertaining to the nature of the spread of Russian rule over the numerous populations of the vast Eurasian terrains, this book will be of interest to academics working on Russian history, Central Asian/Eurasian history and political and cultural history.

In the early nineteenth century, the most consequential developments in Ottoman architecture were taking place not in Istanbul but in the farthest reaches of imperial territory. Emily Neumeier investigates this wider phenomenon through a consideration of the architecture of Ali Pasha of Ioannina, one of the most prolific patrons in the history of the Ottoman Empire, who undertook a building program so ambitious that it ultimately got him killed. Ali Pasha is still a household name in present-day Greece and Albania, where he served as Ottoman governor from 1788 to 1822. To consolidate his rule over an incredibly diverse population, the governor set out on a sweeping building program that included mosques, palaces, military fortifications, dervish lodges, and even Orthodox Christian monasteries.
