When faced with the rapid and disorienting transition from communism to democracy, many eastern European leaders sought simple, immediately rewarding answers to complex policy problems. Undoubtedly, this hurried approach had a significant impact on the quality of democratic government in formerly communist countries. Through an analysis of urban politics in Prague between 1990 and 2000, Governing the Post-Communist City sheds new light on the factors that shaped policy in eastern Europe at the time of its democratic transformation. The first book-length study of post-communist urban politics in a city outside of Russia, Governing the Post-Communist City links the difficulties of democratic government in 1990s Prague to decisions made shortly after the fall of communism. Focusing on the issues of road infrastructure and downtown development, Martin Horak argues that local leadership was more concerned with insulating policy-making processes from public influence than with creating new policies suited to post-communist urban development. This set a precedent for the whole institutional environment of post-communist Prague and entrenched itself in the city's politics throughout the 1990s. Original, engaging, and authoritative, this study has much to say about the political climate in Prague after the downfall of communism, and makes insightful conclusions about the factors that contributed to present political circumstances in the region.

While urban preservation is almost as old as cities themselves, it has become increasingly controversial in modern cities. In this book, Yue Zhang presents a cross-national comparative analysis of the politics of urban preservation. Based on comprehensive archival research and more than two hundred in-depth interviews in Beijing, Chicago, and Paris, Zhang finds that urban preservation provides a tool for diverse political and social actors to frame their propositions and advance their favored courses of action. In cities from West to East, divergent political and economic interests have caused urban preservation to become contested. Exploring three of the world’s great cities, Zhang deftly navigates readers through each case study, illustrating the complexities of the politics of urban preservation in each city. In Beijing, urban preservation was integral to promoting economic growth and enhancing the city’s image during the lead-up to the 2008 Olympics; in Chicago, it is used to increase property values and revitalize neighborhoods; and in Paris, it offers a channel for national and municipal governments to compete for control over urban space. Although urban preservation serves various purposes in these cities, Zhang explains how different types of political fragmentation have affected the implementation of preservation initiatives in predictable ways, thus generating distinct patterns of urban preservation. This open access book focuses on the formation and later socio-spatial trajectories of large housing estates in the Baltic countries—Estonia, Latvia, and Lithuania. It also explores claims that a distinctly “westward-looking orientation” in their design produced housing estates that were superior in design to those produced elsewhere in the Soviet Union (between 1944 and 1991, Estonia was a member republic of the USSR). The first two parts of the book provide contextual material to help readers understand the vision behind housing estates in Estonia, Latvia, and Lithuania. These sections present the background of housing estates in the Baltic Republics as well as challenges and debates concerning their formation, evolution, and present condition and importance.
