University governance is an essential but complex phenomenon, even in countries where institutional-level governance has a long and strong tradition. After the dissolution of the USSR, each of the 15 former Soviet countries developed their own university governance system and this groundbreaking book explores how these countries evolved from the 'common start' of a unified and tightly controlled higher education system, to shaping their own paths in higher education. Each chapter explores a different country, allowing university governance models to be compared and contrasted. The countries provide examples of a variety of different governance models – state-extended, academic focused, internal/external and civic – and the book highlights the advantages and disadvantages of each relative to their context. It also presents innovative frameworks to understand governance effectiveness in terms of autonomy, competition, and capacity. It is essential reading for researchers, students, and policy makers. This title is also available as open access on Cambridge Core.

This volume investigates governance and management of higher education through the lens of the academic profession. Drawing on data from the Academic Profession in the Knowledge-based Society project, an international collaborative research study involving the administration of a common survey to faculty in more than twenty countries, this volume explores important issues of governance and management in relation to, and frequently from the perspective of, the academic profession. It analyzes the complex inter-relationships and intersections between decision processes and structures at both the system and institutional levels and the experiences and perceptions of the academics who play a central role in fulfilling the mission of higher education. Theoretical chapters review key concepts that have grounded the analysis of external (system-level) and internal (institution-level) governance, while the core chapters provide original empirical research, many involving comparative studies, exploring key challenges such as managerialism, gender, shifts in faculty perceptions of influence, and the importance of communication and institutional leadership. Chapter 4,10,11 and 12 of this book are available open access under a CC BY 4.0 license at link.springer.com.

Why do new, democratizing states often find it so difficult to actually govern? Why do they so often fail to provide their beleaguered populations with better access to public goods and services? Using original and unusual data, this book uses post-communist Russia as a case in examining what the author calls this broader 'weak state syndrome' in many developing countries. Through interviews with over 800 Russian bureaucrats in 72 of Russia's 89 provinces, and a highly original database on patterns of regional government non-compliance to federal law and policy, the book demonstrates that resistance to Russian central authority not so much ethnically based (as others have argued) as much as generated by the will of powerful and wealthy regional political and economic actors seeking to protect assets they had acquired through Russia's troubled transition out of communism.

This volume presents the major outcomes of the third edition of the Future of Higher Education – Bologna Process Researchers Conference (FOHE-BPRC 3) which was held on 27-29 November 2017. It acknowledges the importance of a continued dialogue between researchers and decision-makers and benefits from the experience already acquired, this way enabling the higher education community to bring its input into the 2018-2020 European Higher Education Area (EHEA) priorities. The Future of Higher Education – Bologna Process Researchers Conference (FOHE-BPRC) has already established itself as a landmark in the European higher education environment. The two previous editions (17-19 October 2011, 24-26 November 2014), with approximately 200 European and international participants each, covering more than 50 countries each, were organized prior to the Ministerial Conferences, thus encouraging a consistent dialogue between researchers and policy makers. The main conclusions of the FOHE Conferences were presented at the EHEA Ministerial Conferences (2012 and 2015), in order to make the voice of researchers better heard by European policy and decision makers. This volume is dedicated to continuing the collection of evidence and research-based policymaking and further narrowing the gap between policy and research within the EHEA and broader global contexts. It aims to identify the research areas that require more attention prior to the anniversary 2020 EHEA Ministerial Conference, with an emphasis on the new issues on rise in the academic and educational community. This book gives a platform for discussion on key issues between researchers, various direct higher education actors, decision-makers, and the wider public. This book is published under an open access CC BY license.

This book provides the first evidence-based reference about inclusive education in Kazakhstan, one of the post-Soviet Union countries. This nation, as well as many other central Asian countries, is undergoing a radical transformation and change in education which encompasses the implementation of inclusive and special education. This book is composed of chapters synthesized from various studies and captures different aspects of the implementation of inclusive education in Kazakhstan. The implementations of inclusive education in any educational system require a multi-dimensional, multi-level and an integrated approach. This book is a collection of evidence-based studies in a Kazakhstani educational context that demonstrates the multifaceted nature of the process to realize an educational system that is inclusive. The book highlights some of the fundamental requirements and challenges for this process to succeed. Among the main issues addressed in this book are the understanding of inclusive education, the transition towards inclusive education given the soviet legacy, the role of school leadership, teachers, parents and other stakeholders in the process. The findings in each chapter demonstrate some of the milestones and challenges of inclusivity. This work will be of interest to academics, scholars, students and teachers in this field.
