Excerpt from Government and the Citizen In preparing this little book for use in schools, the author has attempted to describe those activities of our governments which will be of especial value and interest to youthful citizens. Historical accounts, comments on provisions of the state and national constitutions, and descriptions of the machinery of government have therefore been made as brief as possible. The text is arranged with the expectation that the pupils will recite on topics. If the topics considered in the numbered sections are too long, even when the marginal notes are used to help the pupil in his recitation, each pupil may be asked to recite on one paragraph only, or on a part of a paragraph, using the marginal notes as the headings of these shorter topics. Care should be taken to see that the pupils really discuss these topics, not only presenting in their own language the substance of the text, but giving additional information or suggestions of their own whenever possible. Some of the sections or paragraphs are perhaps too long, too difficult, or too general for treatment in this way. Governing American communities becomes ever more challenging in the contemporary political and economic environment. People in communities seek to exercise local control of public programs as they confront powerful special interests and public demands for a smaller, more responsive public sector. Drawing on fundamental ideas about the relationship of citizens to the public sphere, Richard C. Box presents a model of "citizen governance." Recognizing the challenges in the community governance setting, he advocates rethinking the structure of local government and the roles of citizens, elected officials, and public professionals in the 21st century. His model shifts a large part of the responsibility for local public policy from the professional and the elected official to the citizen. Citizens take part directly in creating and implementing policy, elected officials coordinate the policy process, and public professionals facilitate citizen discourse, offering the knowledge of public practice needed for successful "citizen governance."
