Abstract: How do differences in the local business environment influence location of industry within countries? How do the benefits of a good business environment compare with those from good market access and agglomeration economies from industry clustering? The authors examine these questions by analyzing location decisions of individual firms. Using data from a recently completed survey of manufacturing firms in India, they find that both the local business environment and agglomeration economies significantly influence business location choices across cities. In particular, excessive regulation of labor and of other industrial activities reduces the probability of a business locating in a city. The authors ' findings imply that in order to attract industrial activity, smaller or remoter cities need to offer even more attractive policy concessions or reforms to offset the effects of their relatively adverse (economic) geography. Their methodology pays special attention to the identification of agglomeration economies in the presence of unobserved sources of natural advantage.

Cities and towns are vital for the development of economic systems and social organisations. However, cities face tremendous challenges. They have to simultaneously attract business, provide a good livelihood for their inhabitants, generate enough resources to finance infrastructure and social needs, and take care of their poor. The Challenge of Urban Government: Policies and Practices looks at the consequences of globalisation on city management. This book focuses on the complex of issues generated in urban areas, such as the dynamics of metropolitan spaces, and the need to define strategic territory for operational and policy purposes. Some urgent challenges include how to handle spillovers across municipalities and the need to create a new city structure over an existing city to give the suburbs some elements of centrality. It examines the dynamics of governance and how to get stakeholders' participation in the government process.

Governments produce roughly one third of all economic activity in Australia. But the influence of government is wider, extending to every household and every firm in the country through service provision, regulations and taxes. The role of government is critically important in promoting national productivity and therefore living standards, in dealing with market failures, in achieving an equitable access to goods and services, and in promoting national economic stability. This book, Government in a Market Economy, looks at a wide range of applications and case studies of government activity through the lens of economic analysis. It asks: why is government involved in a given economic activity and how can government intervention improve economic wellbeing? The scope of the book is broad, from the government's role in correcting a range of market failures and redistributing income, to managing the macro economy. There are questions for research and discussion at the end of each 'topic'. The book is suited for two purposes: it provides public sector managers with an economic way of thinking about public sector activity, and it is a resource for university courses in introductory economics, public economics, applied microeconomics and public policy.
