This book studies the variety of organizational strategies selected to cope with critical uncertainties during crises. This research formulates and applies an institutional sense-making model to explain the selection of strategies for coping with uncertainties during crises to answer the question why some organizations select a rule-based strategy to cope with uncertainties, whereas others pursue a more ad hoc-based strategy. It finds that the level of institutionalization does not affect strategy selection in the initial phase of responding to crises; that three rigidity effects can be identified in the selection of sense-making strategies once organizations have faced the failure of their selected strategies; that discontinuities in the feedback loop of sense-making do not necessarily move organizations to switch their sense-making strategies, but interact with institutionalization to contribute to switching sense-making strategies. At the turn of the millennium there has been a major growth of interest in institutional theory and institutional analysis in political science. This book identifies these approaches to institutions, and provides a frame of reference for the different theories. In the past decade there has been a major growth of interest in institutional theory and institutional analysis in political science. There are, however, a variety of different approaches to the new institutionalism' and these approaches rarely address the same issues. This book identifies the various approaches to institutions, and then provides a common frame of reference for the different theories. Peters argues that there are at least seven versions of institutionalism, beginning with the March and Olsen 'normative institutionalism', and including rational choice, historical and empirical approaches to institutions and their impact on public policy. For each of the versions of institutionalism them is a set of identical questions, including the definition of institutions, the way in which they are formed, how they change, how individuals and institutions interact, and the nature of a 'good institution'. Peters discusses whether them are really so many different approaches to institutionalism, or if there is sufficient agreement among them to argue that there is really one institutional theory.

It has taken a long time to make this book. Many initial drafts of the chapters published in this book were presented in November 2000 during a two-day conference on Interactive governance: towards a post-parliamentary democracy held in Enschede (The Netherlands). The Netherlands Institute of Governance (NIG) sponsored the . conference. After this conference the organisers discussed the possibility of making a book on the basis of papers presented at this event. In the end it was agreed that such a publication would indeed be worthwhile provided the initial papers were fundamentally revised. Moreover it was agreed that also supplementary chapters should be included, in order to strengthen the international comparative perspective. On this basis authors of the conference papers chapters and envisioned new chapters were invited to (re)submit drafts. The completion of the book, however, was unexpectedly halted by the tragic sudden death of our co-editor and dear friend Oscar van Heffen. In his lifetime he was the driving force behind this project. Without his efforts, insightful comments and helpful suggestions this book, in its present form, would never have been published. As such we dedicate this volume to his memory, the completion of the book being an honorary debt to our friend and his wife Mirjan.
