The International Information Centre for Local Credit, with the assistance of member banks, carries out investigations in different countries and publishes the results. The present study relates to the problem of the unequal economic, social and cultural development of different areas in the world. Particu larly since the second world war this problem has been recognized as being of major importance. While initially it was the differences in development between different countries which attracted almost all the attention, for a number of years now an increasing interest has been apparent in the differences in level of development between specific regions in individual countries. This growing realization of the problem with regard to the varying levels of development which could exist within one and the same country found expression, for instance, in the International Union of Local Authorities congress held at Tel Aviv in 1961, which was devoted to the task of local authorities in development areas. The increasing interest in these problems was also evidenced in other quarters, the Conference for Regional Economy of the European Economic Community being held in Brussels in the same year. From these conferences, and also from many other indications as well, it became clear that the problem of regional economic develop ment today stands high on the priority list of questions of policy for many governments and that in general there is a great need for infor mation on how the problem is being tackled in other countries.

Over the past several decades of reform and opening up to the outside world, remarkable economic growth has been achieved in China and has drawn considerable world attention. The question of how to explain that phenomenon and the road China has taken towards its modernization have been the focus of attention from worldwide economists and experts. This book attempts to explore China's economy from the perspective of government foresighted leading which gives full play to government functions, particularly those of regional governments. On the one hand, government foresighted leading enables government to exercise foresighted leading by means of foundations, mechanisms and regulations of market economy. On the other hand, it could reduce government malfunction and minimize the cost of remedying defects. Government foresighted leading theory is an important innovation and contribution to the theoretical configuration of economics. It not only offers an explanation of China's continuous economic growth, but further classifies economics into microeconomics, macroeconomics and mezzoeconomics which includes regional economics, industrial economics or structural economics, supplementing the traditional microeconomics and macroeconomics system.

Under the conditions of market economy, the government is an independent economic entity, whose function is not only to provide services and handle public affairs, but also to coordinate, advance and lead economic development. The dual functions of regional government include providing service and administration at the micro-level on behalf of market economy on one hand and leading, regulating and promoting economic development at the macro-level on behalf of the central government on the other hand. Foresighted leading means giving free rein to the government, especially regional government, in economic guidance, regulation and early warning. It also means that the government is responsible for effectively allocating funds and gaining advantages using market rules, leveraging market forces and other means such as investment, price, taxation, law, and organizational, institutional and technological innovations to promote the scientific and sustainable development of the regional economy.

This book offers extensive and quality research on and original insights into China’s internal regional dynamics. It provides a focused analysis of the internal dynamics and regional economic diversity of China covering the eastern, central and western regions through case study, data analysis and review of state-initiated policy measures. The book also identifies and analyses existing and potential challenges facing China’s regions in their pursuit of sustainable development. Different regions in China have attempted to achieve fast economic growth and move up the industrial value chain through industrial restructuring and upgrading, inter-regional industrial transfer, urbanization or seeking central government’s endorsement of new regional policies. The book examines the difference and similarities among local government policies to boost regional industrial and economic growth and assesses their implications and effectiveness. The author had conducted detailed studies in this field in order to bridge the existing research gap and the book will help to give rise to useful and illuminating discussion.

Local and regional development is an increasingly global issue. For localities and regions, the challenge of enhancing prosperity, improving wellbeing and increasing living standards has become acute for localities and regions formerly considered discrete parts of the ‘developed’ and ‘developing’ worlds. Amid concern over the definitions and sustainability of ‘development’, a spectre has emerged of deepened unevenness and sharpened inequalities in the development prospects for particular social groups and territories. Local and Regional Development engages and addresses the key questions: what are the principles and values that shape definitions and strategies of local and regional development? What are the conceptual and theoretical frameworks capable of understanding and interpreting local and regional development? What are the main policy interventions and instruments? How do localities and regions attempt to effect development in practice? What kinds of local and regional development should we be pursuing? This book addresses the fundamental issues of ‘what kind of local and regional development and for whom?’, frameworks of understanding, and instruments and policies. It outlines what a holistic, progressive and sustainable local and regional development might constitute before reflecting on its limits and political renewal. With the growing international importance of local and regional development, this book is an essential student purchase, illustrated throughout with maps, figures and case studies from Asia, Europe, and Central and North America.

This volume seeks to bring together the experiences of Regional Development Agencies (RDAs) throughout Europe to provide material for a comparative study of regional planning accross the continent. Using an analytical framework developed by the editors, the contributors evaluate the long term potential and limitations of the RDAs in terms or promoting regional economic development. Institutional and other preconditions for successful regional policies are identified, and combined with a broad analytical and geographical coverage that includes Eastern Europe, a clearer picture of the relevance of the RDAs emerges.
