Government of Peace addresses a major question in world politics today: how does post-colonial democracy produce a form of governance that copes with conflicts, insurgencies, revolts, and acute dissents? The contributors view social governance as a crucial component in answering this question and their narratives of governance aim to show how certain appropriate governing modes make social conflicts more manageable or at least also occasions for development. They show how government often expands to cope with acute conflicts; money is made more readily available; the transfer of resources acquires frantic pace; and so society becomes more attuned to a money-centric, modern life. Yet this style of governance is not the only approach. Dialogues from below challenge this accepted path to peacebuilding and new subjectivities emerge from movements for social justice by women, migrants, farmers, dalits, low-caste, and other subaltern groups. The idea of a government of peace sits at the core of the interlinked issues of social governance, peace-building, and security. By exploring this idea and analysing the Indian experience of insurgencies and internal conflicts the contributors collectively show how rules of social governance can and have evolved.

State formation after civil war offers a new model for studying the formation of the state in a national peace transition as an integrated national phenomenon. Current models of peacebuilding and state building limit that possibility, reproducing a fragmented, selective view of this complex reality. Placing too much emphasis on state building as design they place too little on understanding state formation as unplanned historical process. The dominant focus on national institutions also ignores the role that cities and civic polities have played in constituting the modern state. Mining ideas from many disciplines and evidence from 19 peace processes, including South Africa, the book argues that the starting point for building a systematic theory is to explain a distinct pattern to state formation that can be observed in practice: Despite their conflicts people in fragile societies bargain terms for peaceful coexistence, they make attempts to constitute the right to rule as valid state authority, in circumstances prone to conflict, over which they have imperfect influence, not control. Though the kind of institutions created will differ with context, how rules for state authority are institutionalized follows a consistent basic pattern. That pattern defines state formation in peace transitions as both a unified, if contingent, field of normative practice and an object of comparative study. Where the national-centric models see local government as a matter belonging to policy on decentralization for later in the reconstruction phase, the book uncovers a distinct "local government dimension" to peace transitions: A civic dimension to national conflicts that must be explained; incipient or proto-local authorities that emerge even during civil war, in peace making, after state collapse; the fact that it is common for peace agreements and constitutions to include rules for local authority, for local elections to be held as part of broader democratization, and for laws to be enacted to establish local government as part of peace compacts. The book develops the concept of local peace transition to explain the distinctive constitutive role of this local dimension in peace-making and state formation. This path-breaking book will be of compelling interest to practitioners, scholars and students of comparative constitutional studies, international law, peace building and state building.

Following nearly three decades of conflict and a series of failed ceasefire agreements, on 15 August 2005, the separatist Free Aceh Movement (GAM) and the Government of Indonesia reached an historic peace agreement to end the fighting and to give Aceh a high degree of genuine autonomy. The catalyst for the talks that produced this agreement was the devastating tsunami of 26 December 2004, which left almost 170,000 dead or missing in Aceh and destroyed most of the populated low-lying areas. Despite the massive destruction, the peace talks were conducted under an intensified military campaign. GAM made a major concession to the talks by announcing early that it was prepared to negotiate an outcome other than complete independence. The Indonesian side, however, under pressure from the military and "nationalists" in Jakarta, pressed for GAM to accept a minor reworking of the status quo. The international community, meanwhile, just pressed for a settlement. In the end, the Indonesian government also compromised, and the two parties reached an agreement that was intended to end the fighting and to address many, if not all, of GAM's outstanding claims. Despite opposition to the talks process, and to compromise, the outcome was increasingly seen both in Jakarta and in Aceh as a "win-win" situation, and as a further significant step in Indonesia's continuing process of reform and democratization. Peace in Aceh offers an insider's personal account of that peace process and is required reading for anyone wishing to understand this troubled province. DR. DAMIEN KINGSBURY is Associate Professor in the School of International and Political Studies and Director of International and Community Development at Deakin University, Victoria, Australia. He was political adviser to GAM for the peace talks and assisted in drafting and negotiating key elements of the peace agreement.
