This policy study builds on an empirical analysis of schooling trends and recent enrollment in Malaysia which was published as N-2011-AID. That analysis indicated that school attendance is heavily influenced by family income, school location, and availability of transportation. Using actual levels of Malaysian secondary-school attendance as the base case, the present study calculates what attendance levels would be if each of these family or community characteristics were changed, but all others remained the same. The study's results indicate that although economic growth, as reflected in family income, has done much to promote Malaysia's rapid growth in education levels, rising incomes may have only marginal effects in the future. Consequently, school location and transportation show more promise as policy options, but will not affect all subpopulations to the same degree.

The Malaysian National Higher Education Fund Corporation (PTPTN) was set up in 1997. Since then, it has accumulated a massive debt amounting to RM40 billion in principal plus RM13 billion in interest. All these are guaranteed by the Malaysian government. It is now the biggest provider of student loans in the country and continues to play a very important role in catalysing socio-economic mobility, especially among the ethnic Malays which is the majority community in the country. However, the business model employed by PTPTN is irrational and unsustainable. It borrows from the financial market at, on average, 4 to 5 per cent, and lends to students at 1 per cent. No serious effort has been made to revamp this model, and all public discussions around it have been driven by political populism. The biggest challenge is the low repayment rate. This problem has been ignored because Malaysian politicians of all colours have wanted to maintain popularity. Collecting debt is certainly not popular. PTPTN, under a new leadership since mid-2018, gathered and developed ideas on how to reform their organization. These ideas have been presented to various levels of government, including to the Cabinet in early 2020. PTPTN must be reformed to avoid its debt from inflating further. Whether the Malaysian government has the much-needed political will to push through the reforms is a question yet to be answered.

This Note reviews Malaysia's educational history, including trends in schooling attainment and policy actions taken. It then looks at recent attendance among Malaysian children to assess variation in school enrollment as a reflection of more recent policy changes and as a basis for projecting school participation, and, indirectly, school attainment, into the future. Notable among the study's findings were the following: (1) school attendance levels among Malaysian children respond to changes in both family resources and costs of attending school; (2) Malaysian education policies designed to foster schooling among Malays succeeded admirably; and (3) what the Malaysian government does in the schooling arena will affect not only future educational growth, but the distribution of that growth among ethnic groups, urban and rural residents, and boy and girl children. In the premodern history traded goods were in particular spices, tin and rubber. But the long-term colonial rule and the occupation of the Japanese in World War II didn’t let the economy rise. On the contrary the economy was in a disasterous situation. But Today Malaysia can be regarded as one of the most successful asian countries which achieved a really effective transition into a modern economy. The most important reason for this change were the consequent policies of the Malaysian government since the 1970s. It was able to integrate the ethnic outsider, the Malay, into the society and economy. Through its development programs it was possible to get rid of the high poverty rate, to built up much more equality in the society and create a well working economy with annual growth rates. Malaysia became a export nation which traded in the last decades mostly textile or rubber products. But in nower days Malaysia also has got a high share of exports in the electronic and high tech branche. Government policy has generally accorded a central role to foreign capital, while at the same time working towards more substantial participation for domestic, especiallybumiputera,capital and enterprise. The current plan “Vision 2020” aims to reach a fully developed industrialized economy in 2020. The first point in the essay is a short background information about the country Malaysia. I continue with the economic history from the premodern history up to the era after the Second World War. The third chapter dicusses the policies of the government; the policies of the transition as well as the contemporary policies. Finally the essay points out the present economic system and why it is so successful.
