This document contains the Government's response to each recommendation of the Report of the Special Joint Parliamentary Committee reviewing Canadian Foreign Policy, entitled Canada's foreign policy: principles and priorities for the future. In the Committee's report, the recommendations were not separated from the text nor were they numbered. In this document, they have been numbered in the order in which they appear in the Committee's report, with the aim of ensuring that the response is comprehensive. In light of these recommendations, the Government has decided to focus Canada's foreign policy on three key objectives: promoting prosperity and employment; protecting our security, within a stable global framework; and, projecting Canadian values and culture.

Aid and Ebb Tide: A History of CIDA and Canadian Development Assistance examines Canada’s mixed record since 1950 in transferring over $50 billion in capital and expertise to developing countries through ODA. It focuses in particular on the Canadian International Development Agency (CIDA), the organization chiefly responsible for delivering Canada’s development assistance. Aid and Ebb Tide calls for a renewed and reformed Canadian commitment to development co-operation at a time when the gap between the world’s richest and poorest has been widening alarmingly and millions are still being born into poverty and human insecurity.

Since the end of the Soviet Union, Canada has played a leading role in the international response to Ukraine and to the challenges associated with its transition to independence. As Conservative and Liberal governments alike have sought to adapt foreign policy to contend with uncertainty and upheaval, the relationship between Canada and Ukraine has remained resilient. In Strategic Friends Bohdan Kordan examines the intersections between global developments and Canada's evolving foreign policy in light of national interests, domestic factors, and political agency. His historical-comparative narrative follows the post-Cold War aspirations and ambitions of the Mulroney, Chrétien, Martin, and Harper governments as they worked to minimize conflict, increase security, contextualize the independence movement, manage bilateral relations, and promote election monitoring, as well as defend liberal democracy and the territorial integrity of Ukraine. Consulting media reports, official speeches, statements, published government documents, and archives of the Ukrainian Canadian Congress, Kordan highlights both continuities and shifts in policy during the leadership of four prime ministers, and reveals the undercurrents of contemporary Canadian foreign affairs. Investigating the progression of the Canada–Ukraine relationship, Strategic Friends queries the dynamics that have shaped Canada's foreign policy response in an age of change.

Melakopides defines Canadian internationalism as "pragmatic idealism," a balanced synthesis of idealism and pragmatism, and demonstrates concretely how it reflects the principles, interests, and values of the country's mainstream political culture. Focusing on Canada's record in the areas of peacekeeping and peacemaking, arms control and disarmament, foreign development assistance, human rights, and ecological concerns, Melakopides reveals that at the heart of Canadian foreign policy are the concepts and the practice of moderation, communication, mediation, cooperation, caring, and sharing. Pragmatic Idealism is an inspiring challenge to the assumption that all foreign policy is premised on realpolitik. Students, scholars, and practitioners of Canadian foreign policy as well as historians, Canadianists, members of NGOs, and interested members of the general public will find it an engaging and enlightening experience.

For 25 years Canadians have argued whether the Canadian International Development Agency is the primary vehicle for helping basic human and development needs of the poorest countries and people, or a tool for commercial exploitation and foreign policy. Contributors from the government, development organizations, and academia analyze the components of Canadian aid, the issues the agency has to deal with, and the pressures it responds to.
