Hay diversos estudios sobre la implementación de reformas democráticas en áreas urbanas, en lugares del mundo donde la presencia del Estado es más fuerte o en contextos donde los movimientos sociales de grupos subordinados no son fuertes ni autónomos. En contraposición, este estudio examina la adopción de reformas democráticas y de descentralización, así como la posterior reacción violenta y la contrarreforma, en zonas rurales donde existe una débil presencia del Estado y donde hay movimientos sociales fuertes y grupos armados insurgentes de izquierda. En las zonas estudiadas —Urabá, el Medio y Bajo Caguán y Arauca—, los principales movimientos sociales corresponden a movimientos de campesinos, de trabajadores y movimientos urbanos en busca de logros materiales, representación política o reivindicaciones relacionadas con los derechos humanos. Mi atención se ha centrado en: (1) aquellas reformas que permiten la elección directa y la autonomía fiscal y política cada vez mayor de alcaldes y gobernadores; (2) el proceso de paz con los grupos guerrilleros; y(3) otras reformas orientadas a debilitar las prácticas clientelistas y a incrementar la capacidad de la población civil para ponerles freno a los abusos del Estado. Tanto los teóricos como los actores políticos a menudo suponen que las reformas democráticas y de descentralización permiten alcanzar una resolución pacífica de conflictos sociales anteriormente violentos. Su razonamiento es que las reformas que permiten que el proceso político institucional represente a grupos subordinados antes excluidos —además de los acuerdos que facilitan el desarme de los grupos guerrilleros rebeldes, la reorientación de su participación hacia la política electoral y la conformación de movimientos sociales legales— posibilitarían que estos actores alcancen reivindicaciones materiales y políticas utilizando medios pacíficos e institucionales en lugar de recurrir a la violencia.
