Las grandes ciudades en la actualidad, sufren cada vez más cambios dentro de su estructuray morfología, siendo producto de las tendencias urbanas actuales, donde se intentan insertardentro de una red de ciudades globales, y dichos cambios, muchas de las veces no suelenser producto de la necesidad de la urbe o de la espontaneidad de las interrelaciones socialesque en ellas se manifiestan; sino mas bien terminan absorbiendo y reproduciendo modelosanteriores, que con la etiqueta de "modelos exitosos" generados en otras ciudades, acabantransformándola, llegando a los limites de reproducirlos y simularlos dentro de la misma, creando nuevos espacios con realidades difusas o simulacros urbanos. Estas ciudades globales, como Singapur, Barcelona o Curitiba, en la década de losaños noventa, fueron modelos a seguir por muchas ciudades latinoamericanas, sin tomar encuenta en mucho de los casos las realidades que vivían dichas ciudades, sino mas bienguiados por una creciente y nueva revalorización de los espacios públicos, innovadoresmodelos de gestión con tendencias neoliberales en donde la inversión privada forma partefundamental, o la implementación de nuevas soluciones urbanísticas que tienden simular oimitar otros proyectos.

Este libro analiza las relaciones entre niveles de gobierno; entre entidades territoriales locales y entre el sector público y privado en el proceso de gestión de tres Sistemas Integrados de Transporte Masivo en áreas metropolitanas o conturbaciones de Colombia. Se realiza un análisis comparado de tres casos de estudio: Transmilenio (Bogotá-Soacha), Megabús (Área Metropolitana de Centro Occidente), y Transmetro (Área Metropolitana de Barranquilla). Se reseña los retos de la planificación y gestión del transporte (y en general de los grandes proyectos urbanos) en la escala metropolitana, comparando los territorios que cuentan con autoridad metropolitana con los que no la tienen, examinando las distribuciones particulares de poder entre los agentes de cada caso, y se reflexiona sobre cómo el soporte normativo, institucional e instrumental de gestión urbana facilita u obstaculiza la gestión metropolitana.
