Achieving successful financial viability by broadening revenue sources is one of the most important issues facing colleges and universities today. This book provides a critical analysis of the feasibility and impact of a universal basic income grant for South Africans, which has been discussed extensively in parliament and the media for the past two years. The authors assess how comprehensive social security reform, including a universal grant, will impact on the severe inequality in the country and promote economic growth and employment. Their research reveals that it is affordable, and they argue that it would reduce the criminality that is associated with poverty and inequality. The implications for women and children and for the black majority would be considerable. At the Presidential Jobs Summit in 1998 COSATU negotiated an agreement with the government to investigate a universal social grant for all South Africans -- the Basic Income Grant. Government policy-makers, civil society stakeholders and South African and international thinkers recognised the merit of addressing the problem of poverty directly and efficiently. In March 2002 the South African government's Committee of Inquiry into Comprehensive Social Security completed its evaluation of policy options for addressing the severe levels of poverty afflicting the country. Accepting the findings of research commissioned from the Economic Policy Research Institute, the Committee's report stated that the Basic Income Grant has the potential, more than any other possible social protection intervention, to reduce poverty and promote human development and sustainable livelihoods'. This book provides an accessible collection of the current research on the issue, with chapters by both proponents and critics of the Basic Income Grant. Social protection has been recognized as a key strategy to address poverty, vulnerability and social exclusion in Lesotho. As a result, the Government, with support from UNICEF and the European Union, developed the Child Grants Programme (CGP), which provides unconditional cash transfers to poor and vulnerable households registered in the National Information System for Social Assistance (NISSA). The quantitative impact evaluation presented in this report seeks to document the welfare and economic impacts of CGP and SPRINGS on direct beneficiaries and assess whether combining the cash transfers with a package of rural development interventions can create positive synergies at both individual and household level, especially in relation to income generating activities and nutrition. The economic consequences of COVID-19 lockdowns were significant for poor households in the Global South. In this crisis period, we investigate the very long-run impacts of a randomized cash grant in Uganda on three pre-specified outcomes, including a heterogeneity analysis by gender. In 2008, the program supported young adults through a one-time grant of 380 USD, labelled to invest in vocational training and tools to start a business. The program revealed considerable effects after four years, which vanished after nine years. We now find, 12 years after the intervention, during the COVID-19 pandemic, positive effects on income for the full sample, which are entirely driven by men. Treated men are also significantly more likely to be engaged in an income generating activity, though this does not translate into higher food security. We find no effects for women. Our findings of re-surfacing positive effects are important for the growing literature on long-run impacts of programming as we show that the timing of a follow-up matters. The presence of economic shocks should especially be taken into account when planning long-run follow-ups.
