When international agreements fail to solve global problems like climate change, transnational networks attempt to address them by implementing "global ideas" -- policies and best practices negotiated at the global level-locally around the world. Grassroots Global Governance not only explains why some efforts succeed and others fail, but also why the process of implementing global ideas locally causes these ideas to evolve. Drawing on nodal governance theory, the book shows how transnational actors' success in putting global ideas into practice depends on the framing and network capacity-building strategies they use to activate networks of grassroots actors influential in local social and policy arenas. Grassroots actors neither accept nor reject global ideas as presented by outsiders. Instead, they negotiate whether and how to adapt them to fit local conditions. This contestation produces experimentation, and results in unique institutional applications of global ideas infused with local norms and practices. Grassroots actors ultimately guide this process due to their unique ability to provide the pressure needed to push the process forward. Experiments that endure are perceived as "successful," empowering those actors involved to activate transnational networks to scale up and diffuse innovative local governance models globally. These models carry local norms and practices to the international level where they challenge existing global approaches and stimulate new global governance institutions. By guiding the way global ideas evolve through local experimentation, grassroots actors reshape international actors' thinking, discourse, organizing, and the strategies they pursue globally. This makes them grassroots global governors. To demonstrate this, the book compares transnational efforts to implement local Integrated Watershed Management programs across Ecuador and shows how local experiments altered the global debate regarding sustainable development and stimulated a new global movement dedicated to changing the way sustainable development is practiced. In doing so, the book reveals the grassroots level as not merely the object of global governance, but rather a terrain where global governance is constructed.

In the last two decades, people in a growing number of localities in the United States have developed grassroots ecosystem management (GREM) as a means to resolve policy problems affecting their environment, economy, and communities. Ad hoc and voluntary groups of environmentalists, developers, businesspeople, federal and state resource managers, farmers, loggers, local citizens, and those representing recreation interests use deliberation and consensus to enhance public policy performance. Instead of focusing on specific issues such as air pollution, GREM emphasizes the integrated management of entire watersheds and ecosystems. But what happens to democratic accountability in these collaborative efforts? Despite concerns that they might result in special interest government, the acceleration of environmental degradation, and an end-run around national environmental protection laws, this book suggests otherwise. Bringing Society Back In establishes a theoretical framework for exploring issues of policy performance and democratic accountability raised by GREM. Through three case studies--the Applegate Partnership in Oregon, the Henry's Fork Watershed Council in Idaho, and the Willapa Alliance in Washington state--it explores the mechanisms used to determine how accountability works. The book finds that by combining traditional and formal governance structures with informal institutions, GREM can be accountable to individuals, communities, surrounding regions, and the nation. The book also identifies conditions under which GREM is most likely to achieve democratic accountability. In addition, it investigates the connection between accountability and policy performance. The evidence suggests that GREM can produce environmental policy outcomes that are supportive not only of the environment and economy, but also of environmental sustainability.

Knowledge and insight in national environmental governance in China is widespread. However, increasingly it has been acknowledged that the major problems in guiding the Chinese economy and society towards sustainability are to be found at the local level. This book illuminates the fast-changing dynamics of local environmental politics in China, a topic only marginally addressed in the literature. In the course of building up an institutional framework for environmental governance over the last decade, local actors have generated a variety of policy innovations and experiments. In large measure these are creative responses to two main challenges associated with translating national environmental policies into local realities. The first such challenge is a ?policy implementation gap? stemming from the absence of the state capacity necessary to the implementation of environmental measures. The second challenge refers to the need for local non-state actors to engage in environmental management; oftentimes such a ?participation gap? contributes to implementation failures. In recent years, we have seen a multitude of initiatives within China at the provincial level and below designed to bridge both ?gaps?. Hence, the central aim of this book is to assess these experiments and innovations in local environmental politics.This book was originally published as a special issue of the Journal of Environmental Policy and Planning.

Globalisation is about transnational politics. While nation-state governments increasingly struggle with this new politics, which moves beneath, between and beyond national borders, others entities like transnational corporations have flourished.
