This book addresses the issue of grand strategic stability in the 21st century, and examines the role of the key centres of global power - US, EU, Russia, China and India - in managing contemporary strategic threats. This edited volume examines the cooperative and conflictual capacity of Great Powers to manage increasingly interconnected strategic threats (not least, terrorism and political extremism, WMD proliferation, fragile states, regional crises and conflict and the energy-climate nexus) in the 21st century. The contributors question whether global order will increasingly be characterised by a predictable interdependent one-world system, as strategic threats create interest-based incentives and functional benefits. The work moves on to argue that the operational concept of world order is a Concert of Great Powers directing a new institutional order, norms and regimes whose combination is strategic-threat specific, regionally sensitive, loosely organised, and inclusive of major states (not least Brazil, Turkey, South Africa and Indonesia). Leadership can be singular, collective or coalition-based and this will characterise the nature of strategic stability and world order in the 21st century. This book will be of much interest to students of international security, grand strategy, foreign policy and IR. Graeme P. Herd is Co-Director of the International Training Course in Security Policy at the Geneva Centre for Security Policy (GCSP). This book examines the prospects and challenges of a global phase-out of highly enriched uranium—and the risks of this material otherwise being used by terrorists to make atom bombs. Terrorist groups, such as Al Qaeda, have demonstrated repeatedly that they seek to acquire nuclear weapons. Unbeknownst even to many security specialists, tons of bomb-grade uranium are trafficked legally each year for ostensibly peaceful purposes. If terrorists obtained even a tiny fraction of this bomb-grade uranium they could potentially construct a nuclear weapon like the one dropped on Hiroshima that killed tens of thousands. Nuclear experts and policymakers have long known of this danger but – so far – have taken only marginal steps to address it. This volume begins by highlighting the lessons of past successes where bomb-grade uranium commerce has been eliminated, such as from Argentina’s manufacture of medical isotopes. It then explores the major challenges that still lie ahead: for example, Russia’s continued use of highly enriched uranium (HEU) in dozens of nuclear facilities. Each of the book’s thirteen case studies offers advice for reducing HEU in a specific sector. These insights are then amalgamated into nine concrete policy recommendations for U.S. and world leaders to promote a global phase-out of bomb-grade uranium. This volume examines mechanisms for regional peacemaking and conflict management in Europe and the Middle East. To date little research has been devoted to uncovering the conditions for peace, and the factors that contribute to stabilizing the state of peace. This volume assesses the factors that contribute to regional pacification, the incentives that motivate states in establishing peaceful relations, and most importantly, how regions become peaceful. It discusses the conditions under which various types of ‘peace’ might emerge on a regional level and the factors most likely to determine the outcome. The book takes an innovative approach through a systematic comparison of two regions that are particularly prominent and important for the subject of regional pacification: Europe and the Middle East. While many believe that the European case is the indispensable model for peacemaking, others believe that these two regions are too different for Europe to be a useful framework for the Middle East. This book examines NATO’s transition from a Cold War mutual defence organization into a global alliance, and puts the recent crisis over the Afghanistan mission in the context of long-standing debates over out-of-area interventions. Originally, NATO bound the western allies together for the purposes of mutual defence as defined by Article 5 of the North Atlantic Treaty, which declared that an attack on the territory of one ally was to be considered an attack on them all. However, Article 4 of the Treaty invites the allies to consult with each other on a less formal basis whenever their 'territorial integrity, political independence, or security' was threatened, without the automatic commitment to a shared response. During the Cold War, the allies consulted both formally and informally on issues beyond mutual defence in debates that were, more often than not, extremely contentious. After the Cold War, these out-of-area missions became the primary focus of NATO’s military missions. The allies had to debate the scope of co-operation for every mission they considered undertaking collectively. This book argues that NATO’s identity has changed from a Cold War mutual defence organization to a global alliance in the course of debates over how to respond to the changing circumstances of its security environment. This book will be of much interest to students of security studies, international organisations, contemporary history and IR in general.
