Excerpt from Greater European Governments The present work deals only with a very small part of the great subject of political parties. It is simply an attempt to study the relation between the development of parties and the mechanism of modern government, and other questions are referred to only so far as they have a bearing on the main theme. In carrying out this object, a systematic order of arrangement has been followed so far as practicable. The treatment of each country begins with a description of its chief institu tions, or political organization; this is followed by a sketch of its recent history, in order to show how the parties actually work; and, finally, an attempt is made to find the causes of the condition of party life. The investigation is limited to the principal countries where a division into two great parties does not prevail, and where there usually exists in its place a division into a number of more or less sharply defined political groups. This department of the subject seemed to separate itself naturally from the rest, and was selected mainly because it had been far less studied than the growth and in fluence of the by-party system that prevails generally in anglo-saxon countries. This collection of studies intends to honour Heinrich Klebes, who both as a distinguished international civil servant and as a scholar and analyst has made and continues to make an important contribution to the development of European cooperation in general and within the Council of Europe in particular. At the same time, it offers a unique and stimulating analysis of the development of a common body of law in the wider Europe. The twenty-nine articles contained in this volume are grouped together under five headings: - commitment to democratic standards; - protection of human rights and fundamental freedoms; - the Council of Europe in context; - the common legal space; - common problems of democracy and transatlantic relations.

Security In A Greater Europe written by Charlotte Wagnsson and has been published by this book supported file pdf, txt, epub, kindle and other format this book has been release on 2008-12-15 with Political Science categories.

Can Russia, the European Union and the three major EU member states adopt a unified policy line in the global arena? Charlotte Wagnsson investigates the cohesiveness of "greater Europe" through the detailed scrutiny of policy statements by the leadership elites in the UK, France, Germany, Russia and the EU in connection with three defining events in international security: the crisis in Kosovo of 1999, the terrorist attacks of 9/11 and the Iraq crisis of 2003. This extensive empirical enquiry results in a critical constructivist response to neorealist understandings of European security. The book contrasts the EU’s new way of "doing security" with the established, competitive bilateral interplay in the European security sphere and provides a clue to the kind of security politics that will prevail in Europe. It considers the extent to which the major European players pursue similar objectives, and assesses the possible implications for, and the chances of, greater Europe emerging as a cohesive global actor.

In the heart of Europe's current crisis, one of the continent's foremost statesmen issues a clarion call to radically remake the European Union in the mold of the United States' own federal government Europe is caught in its greatest crisis since the Second World War. The catalog of ills seems endless: an economic crisis spread through most of Europe's Mediterranean tier that has crippled Greece and driven a wedge between northern and southern Europe; terrorist attacks in Paris, Cologne, Brussels, and Nice; growing aggression from Russia in Ukraine and the Baltic states; and refugees escaping war-torn neighbors. The European Union's inability to handle any of these disasters was a driving factor in Great Britain voting to leave, and others may soon follow. The result won't just be a continent in turmoil, but also a serious threat to American and British security-the Atlantic, let alone the Channel, simply isn't big enough to keep European troubles in Europe. For everyone's sake, Europe must survive. The question is how. In Europe's Last Chance, Guy Verhofstadt-former prime minister of Belgium and current leader of the liberal faction in the European Parliament-provides the essential framework for understanding Europe today, laying bare the absurdity of a system in which each member state can veto legislation, opt in or out of the Euro, or close borders on a whim. But Verhofstadt does not just indict the European Union, he also offers a powerful vision for how the continent can change for the better. The key, argues Verhofstadt, is to reform the European Union along the lines of America's federal government: a United States of Europe strong enough to stand with the United States of America in making a better, safer world. A visionary book from one of today's luminaries of European leadership, Europe's Last Chance is a clarion call to save the European Union, one of the world's greatest chances for peace and prosperity.
