Green Public Procurement, GPP, can be an important driver of green transition – and must be dealt with accordingly. All five Nordic countries have established framework contracts at state level and have allocated the responsibility for the State Framework Contracts (SFC) to certain organisations: • Denmark: Moderniseringsstyrelsen and SKI • Finland: Hansel Ltd • Iceland: Rikiskaup • Sweden: Kammarkollegiet • Norway: DiFi, HINAS. The roles of these units differ, partly due to differences in the overall national structure. This is a short Summary Report with key findings and conclusions based on the Full Report (TN2016:506), which includes detailed country studies. The study was carried through in 2014 and 2015 and supervised by the Working Group for Sustainable Consumption and Production (i.e. HKP-group) of the Nordic Council of Ministers.

The purpose of this study was to clear out how Green Public Procurement has been realized in state framework contracts in the Nordic countries, to propose country-specific ways to improve the situation, and to draw a general model of efficient ways to realize green state framework contracts. The study was carried through in 2014 and 2015 by Bjørn Bauer and Rikke Fischer-Bogason (PlanMiljø, Denmark), Luitzen de Boer and Sigurd Vildåsen (Norwegian University of Science and Technology), and Timo Kivistö (Kivistö Consulting, Finland). The study was supervised by the Working Group of Nordic Council of Ministers for Sustainable Consumption and Production (i.e. HKP-group). In addition to this Full Report, the project has also resulted in a short Summary Report and a power point presentation (slides), including the key findings and conclusions.

This book applies a contract-governance theory to the implementation of decarbonisation objectives in the international maritime sector. In doing so, it provides an overview of how the network of contractual relationships that characterise commercial shipping can become effective sites of collaboration between shipping actors to improve upon energy efficiency and CO2 reduction. To achieve this aim, the book investigates and develops a set of contractual tools that can enable private actors to strengthen their commitments to net-zero targets (whether state-mandated or voluntary) and develop cooperative norms to guide decision-making and contractual interpretation. These mechanisms include contractual clauses and drafting considerations which can secure a desired outcome for contractual performance, thereby managing climate risks and providing adequate remedy where such risks materialise. In a transnational sector such as shipping, where contracts can exert greater influence on corporate decarbonisation efforts than international regulation, the book challenges the traditional limitations of contract law and calls for a deeper integration of green principles into private relationships.

The Government has pledged to reduce over 10,000 pages of regulatory guidance, following its 'Red Tape Challenge', to help businesses comply with environmental laws. But the MPs point out that regulations have an important role in safeguarding our health and the environment. The Government's strategy to create a green economy - 'Enabling the Transition to a Green Economy' - is too focused on voluntary action and fails to set a clear trajectory or any time-bound milestones for businesses to achieve. There is concern that introducing mandatory emissions reporting for big business has been delayed and Ministers are urged not to go back on their promise to do so. The recent financial crisis has demonstrated the clear risks from such a market-led approach, particularly when markets do not reflect the value of the services provided by nature - such as clean fresh water, pollination of crops, etc. This report urges the Government to: develop minimum sustainability standards; set out how data on natural capital in the National Accounts will be used; develop targets for improving the state of the environment and establish transparent reporting against such targets; and use the Natural Capital Committee's work on a 'natural asset stock check' as one of the basket of indicators used to measure the green economy. The Government should fully incorporate the principles of 'Enabling the Transition' into future revisions of the 'Plan for Growth'. Expenditure involved in making the transition to a green economy should be seen as an investment, not simply a cost.
