This book provides a comprehensive description of groundwater resources in Ethiopia and its various dimensions (groundwater as resource, environmental functions, and socioeconomics). The prevailing knowledge of groundwater resources in Ethiopia (or elsewhere in Sub Saharan Africa) was based on geological and stratigraphic framework known nearly four decades ago (mainly 1960's and 70's). Thanks to the substantial geoscientific research since the 70's a new set of relevant geological/stratigrahpic data has been created that helps to re-define our understanding of groundwater resources in Africa as a whole and in Ethiopia in particular: a) For the first time the basement aquifer of Ethiopia has been described hydrogeologically based on genesis of regoliths (deep weathering and striping history); clear regional difference in groundwater potential is shown for the first time; comparative accounty has been given regarding groundwater occurrence in the generally low grade basement rocks of Ethiopia (Arabian Nubian shield) and high grade basement rocks of the rest of Africa. b) For the first time groundwater occurrence in multilayred sedimentary rocks account for spatial variation in degree of karstification; deformation history, and stratigraphy. c) The vast volcanic aquifers of Ethiopia which have previously classified based on their ages are now reclassified based on age, morphology (eg. groundwater in plateau volcanics, groundwater in shield volcanics) and aquifer structure. d) The loose alluvio lacustrine sediments which were known as least extensive in previous works based on areal cover are in fact shown to host the most voluminous groundwater resources in Ethiopia. These aquifers have now been described based on their geomorphology, extent, and genesis. The aim of this book is to use these newly created knowledge to redefine the understanding of groundwater resources in Ethiopia.

The goal of this study is to assess the potential of game-based experiential learning in raising awareness and stimulating discussions about groundwater resource systems, the social dilemma in groundwater management, and the need for institutional arrangements (rules) governing this shared resource, as well as whether such awareness and community discussions lead to actual change in groundwater governance in Ethiopia. Groundwater management is highly complex, with many users sharing the same resource often without realizing their interconnectedness. Behavioral experiments (games) that simulate real-life common-pool resource use have shown promise as an experiential learning tool for improving resource governance. This study pilots an experiential learning intervention in Ethiopia using a groundwater game to help raise awareness of groundwater over-extraction and improve understanding of the importance of collective action in governance. The Meki River catchment in rural Ethiopia is a unique context where small-scale irrigation is expanding, but over extraction and competition over groundwater have not yet reached alarming levels. The groundwater game, adapted from Meinzen-Dick et al. (2016 and 2018), was played in 15 villages, accompanied by community-wide debriefing discussions in each village after the game to reflect on the process and lessons learned, and to stimulate discussions around groundwater governance. We carried out participant surveys to capture individual mental models regarding groundwater use and management, as well as any immediate learning effects. Focus group discussions were held in each village prior to the intervention to establish a baseline and again six months after the intervention to assess possible lasting effects. The findings indicate cognitive, normative and relational learning, including increased understanding of groundwater dynamics (such as the joint effect of diverse water uses and users), the importance of collective action in resource management, and the benefits of communication. We find gendered differences in decision-making about resource extraction in the game and evolvement of group-level resource management across no-communication, communication, and rule-making rounds of the game. We discuss community-wide learning and institutions-building, and considerations for future intervention designs. We recommend embedding experiential learning, facilitated by local extension officers or other community engagement practitioners, in intervention packages that include both technical assistance on water-conserving technologies and management approaches and support in building communities’ institutional capacity.

The Nile provides freshwater not only for domestic and industrial use, but also for irrigated agriculture, hydropower dams and the vast fisheries resource of the lakes of Central Africa. The Nile River Basin covers the whole Nile Basin and is based on the results of three major research projects supported by the Challenge Program on Water and Food (CPWF). It provides unique and up-to-date insights on agriculture, water resources, governance, poverty, productivity, upstream-downstream linkages, innovations, future plans and their implications. Specifically, the book elaborates the history and the major current and future challenges and opportunities of the Nile river basin. It analyzes the basin characteristics using statistical data and modern tools such as remote sensing and geographic information systems. Population distribution, poverty and vulnerability linked to production system and water access are assessed at the international basin scale, and the hydrology of the region is also analysed. This text provides in-depth scientific model adaptation results for hydrology, sediments, benefit sharing, and payment for environmental services based on detailed scientific and experimental work of the Blue Nile Basin. Production systems as they relate to crops, livestock, fisheries and wetlands are analyzed for the whole Blue and White Nile basin including their constraints. Policy, institutional and technological interventions that increase productivity of agriculture and use of water are also assessed. Increasing female and male farmers’ access to groundwater can contribute to increased incomes, improved food security and improved access to water for livestock and domestic needs. In many contexts, private sector manual well drilling is a reliable and affordable means to access shallow groundwater, but it is not widely available in Ethiopia. Data, information and mapping on pilot manual well drilling efforts in selected areas of Ethiopia indicated that the technique provided affordable access to shallow groundwater for farmers and demonstrated high demand among farmers for manually drilled wells, as well as profitability for drilling businesses. The authors of this paper suggest that investments in creating a spatial database of hydrogeologic suitability domains, investments in driller training, and associated investments in accelerating the drilling industry could catalyze a manual well drilling industry and significantly improve smallholder farmers’ affordable access to shallow groundwater.
