This book focuses on sustainable use and protection of transboundary aquifers located along the eastern border of European Union starting from the Baltic Sea and end in the Black Sea. The groundwater resources in this region play a very important role not only as a source of clean and safe drinking water, but also for social, economic and safety reasons. This publication sheds light on a wide range of real problems related to the management of groundwater, problems that are characteristic for most countries situated in the East European region. It also identifies potential threats that may materialise in the absence of cooperation between countries and appropriate measures to jointly manage the shared water resources in the region. Experience from some ongoing projects towards integrated management of transboundary aquifers (research, monitoring and data analysis) is reported. The book is addressed, in particular, to groundwater academics, researchers and experts as well as water management specialists interested in solving environmental issues extended to more than one country territory. On the other hand presented knowledge and experience would be also useful for decision makers especially to support environmental decision processes in border areas and work on preparation of international agreements on groundwater management.

Groundwater is endangered and polluted in several ways. Conservation and better management of this invisible resource should be a key ingredient of sustainable water policies. This is especially true in areas, such as many Mediterranean regions, which are already exposed to scarcity problems and which are likely to experience increasing competition between freshwater uses and users. Agriculture is an important user of groundwater not only in terms of abstractions, but also in terms of generation and release of pollutants. Agricultural policies, traditionally directed towards other objectives, are beginning to pay more attention to environmental considerations. However more effective initiatives are required to reduce the pressure upon groundwater resources and to achieve a better integration between agricultural and environmental policies. This book has been developed from three workshops held as part of the EU Concerted Action SAGA, "Sustainable Agricultural Use of Aquifers in Southern Europe: Integration between Agricultural and Water Management Policies" (FAIR5-CT97-3673). The Concerted Action and the workshops brought together researchers working in different but complementary fields, in order to get a picture of the state-of-the art about interlinkages between agriculture and groundwater, as well a critical review of alternative regulatory approaches and policy instruments aimed at improving groundwater management.

This book offers an overview of key findings in groundwater management in context against the legislative milestones. Until recently, focus on groundwater mainly concerned its use as drinking water and as an important resource for industry (e.g. cooling waters) and agriculture (irrigation). It has, however, become increasingly obvious that groundwater should not only be viewed as a drinking water reservoir, but that it should also be protected for its environmental value. In this respect, groundwater represents an important link of the hydrological cycle through the maintenance of wetlands and river flows, acting as a buffer through dry periods. Hence, deterioration of groundwater quality may directly affect other related aquatic and terrestrial ecosystems. The groundwater legislative framework under the EU Water Framework Directive and the newly adopted Groundwater Directive establishes criteria linked to environmental objectives which have to be met by 2015 following successive operational steps including characterisation, risk assessment (analysis of pressures and impacts), monitoring and design of programmes of measures. These milestones require that sound technical and scientific information be made accessible to water managers, which is so far still not sufficiently streamlined. In this context, this book describes the groundwater legislative milestones and presents series of research and development activities that aim to directly support them. It has, therefore, the ambition to become a vehicle liaising policy requirements and available scientific knowledge in this area.

The aim of this book is to offer a river-basin management plan which is directly implementable and consistent with the European Union -Water Framework Directive (EU WFD).The contributors, who are leading world experts in their respective fields, develop an integrated water resources management plan for the Asopos river basin in Greece which is economically efficient, socially equitable and environmentally sustainable. The program offers explicit technical and investment solutions, socioeconomic and legal instruments and recommendations for institutional restructuring. The introductory chapter describes the water situation in Greece and assesses the potential of timely implementation of the EU WFD. Special emphasis is given to the cost-recovery principle. Chapter 2 introduces the case study area highlighting the particular pressures and impacts as well as the environmental functions and values of Asopos River and Oropos Lagoon. Chapters 3 and 4 focus on the economic characterisation of Asopos River Basin in order to identify the economic sectors and social groups that will bear the cost and benefits of the implementation of the EU WFD. In particular, Chapter 3 presents the main water uses and pricing for water supply in the industrial and the agricultural sectors. Chapter 4 completes the baseline appraisal, presenting the details of water use by the residential and touristic sectors. The following chapters assess valuation and decision-making tools from a range of perspectives, including agricultural needs, valuing the impacts of industrial activity, the costs and benefits of environmental preservation and management. The water resources management plan is presented in Chapter 9; the concluding chapter offers recommendations on institutional changes and presents the lessons learned as resources applicable to other river basins in Greece and elsewhere. The book applies state-of-the art market and non-market valuation methods to estimate water demands in the residential, industrial, agricultural, tourism, environmental and health sectors and to balance these, over time and space, with water supply. Given the well-known challenge of managing natural resources in a way that maximizes and sustains social welfare, this book will provide an invaluable point of reference for applied researchers and policy makers working in water resources management.
