The world's third largest economy and a stable democracy, Japan remains a significant world power; but its economy has become stagnant, and its responses to the earthquake and tsunami of March 11, 2011 and the nuclear crisis that followed have raised international concerns. Despite being constitutionally modeled on Great Britain's "Westminster"-style parliamentary democracy, Japan has failed to fully institute a cabinet-style government, and its executive branch is not empowered to successfully respond to the myriad challenges confronted by an advanced postindustrial society. In Growing Democracy in Japan, Brian Woodall compares the Japanese cabinet system to its counterparts in other capitalist parliamentary democracies, particularly in Great Britain. Woodall demonstrates how the nation's long history of dominant bureaucracies has led to weakness at the top levels of government, while mid-level officials exercise much greater power than in the British system. The post--1947 cabinet system, begun under the Allied occupation, was fashioned from imposed and indigenous institutions which coexisted uneasily. Woodall explains how an activist economic bureaucracy, self-governing "policy tribes" (zoku) composed of members of parliament, and the uncertainties of coalition governments have prevented the cabinet from assuming its prescribed role as primary executive body. Woodall's meticulous examination of the Japanese case offers lessons for reformers as well as for those working to establish democratic institutions in places such as Iraq, Afghanistan, China, and the new regimes born during the Arab Spring. At the very least, he argues, Japan's struggles with this fundamental component of parliamentary governance should serve as a cautionary tale for those who believe that growing democracy is easy.

Since the end of the Pacific War, Japan has, broadly speaking, pursued two economic policies: a "democratization" policy laid down by the Allied Powers, and subsequently a "de-democratization" policy formulated and vigorously pursued by the independent government. Yamamura here addresses himself to two central questions: What were the objectives and results of each policy? And why and how did the earlier one give way to the later? Yamamura never loses sight of his main theme--the transformation of the economic "democratization" policy of the Occupation period into the growth policy pursued by the Japanese government thereafter. He is concerned not so much to provide a comprehensive study of Japanese economic policy as to examine selected facets of it--for example, taxation policies, anti- and pro-monopoly legislation, the position of the Zaibatsu, and the social costs of economic concentration. He deals with topics that are hotly debated in Japan and elsewhere, but his tone is never polemical, and his judgments are cool and scholarly. The transition between the reign of the powerful emperor Meiji and that of his weak successor Taishō was marked by the emergence of a new individualism in Japanese society, a separation of culture and politics that led to the demise of the traditional Japanese self-dedication to the interests of the state and to a corresponding dedication to modernization in all spheres of existence. The widespread social, political, economic, and cultural changes that occurred during the years of Japan's modernization movement in the early twentieth century are discussed in thirteen essays by Japanese and American scholars concerned with the Taishō period. The contributors employ a diversity of disciplinary and historical approaches: the volume contains essays on intellectual, literary, economic, diplomatic, political, and social history covering the period from 1900 to 1945. The essays relate the new individualism of the Taishō years to such phenomena as literary naturalism, political socialism, the failure of economic expansion, and industrial and agricultural unrest.

Changing Politics in Japan is a fresh and insightful account of the profound changes that have shaken up the Japanese political system and transformed it almost beyond recognition in the last couple of decades. Ikuo Kabashima-a former professor who is now Governor of Kumamoto Prefecture-and Gill Steel outline the basic features of politics in postwar Japan in an accessible and engaging manner.
