China is perhaps the most prominent example of a developing country that has transitioned from taxing to supporting agriculture. In recent years, Chinese price supports and subsidies have risen at an accelerating pace after they were linked to rising production costs. Per-acre subsidy payments to grain producers now equal 7 to 15 percent of those producers' gross income, but grain payments appear to have little influence on production decisions. Chinese authorities began raising price supports annually to bolster incentives, and Chinese prices for major farm commodities are rising above world prices, helping to attract a surge of agricultural imports. U.S. agricultural exports to China tripled in value during the period when China's agricultural support was accelerating. Overall, China's expansion of support is loosely constrained by World Trade Organization (WTO) commitments, but the country's price-support programs could exceed WTO limits in coming years. Chinese officials promise to continue increasing domestic policy support for agriculture, but the mix of policies may evolve as the Chinese agricultural sector becomes more commercialized and faces competitive pressures.

China’s rapid rise as a leading global exporter of manufacturing goods since its accession to the WTO in 2001 has been the focus of both admiration and, increasingly, concern, but China is also a large importer of goods, particularly agricultural products. Since China's accession to the WTO, China agricultural exports have increased by 8 percent annually while imports have risen by almost twice that rate. China has become the world's largest importer of agricultural products and the first or second largest destination for many of the world's top agricultural exporters such as the US, Brazil, Australia, New Zealand, Canada and Argentina. In the context of "carbon peaking" and "carbon neutrality", the low-carbon development of agriculture has received increasing attention. In order to adapt to WTO rules, China is adjusting its agricultural support and protection policies. The agricultural "three subsidy" reform aims at the protection of cultivated land and the moderate scale of grain management. This paper analyzes the possible impact of the reform on agricultural energy carbon emissions from a theoretical level. Then we use the provincial panel data from 2006 to 2017, take the 2015 agricultural "three subsidies" reform as a natural experiment, and build a difference-in-differences model to identify causal effects. This paper finds that the agricultural "three subsidies" reform has significantly reduced the carbon emissions of agricultural energy in the pilot provinces. After a series of robustness tests, the basic conclusion still holds. The carbon emission reduction effect of the reform gradually increased in the year of the implementation of the reform and the following two years. The reform will reduce agricultural energy carbon emissions by improving the structure of fertilizer application, increasing the utilization rate of diesel fuel, reducing diesel consumption, reducing the use of fertilizers, pesticides, and traditional plastic film, and improving the utilization efficiency of chemical inputs such as fertilizers and pesticides. This paper reveals the carbon emission reduction effect of domestic agricultural subsidy reform, and provides a useful reference for China's agricultural low-carbon development and economic green transformation.
