Containing ten quality chapters on China''s rural reforms and agricultural development, this first volume from the Series on Developing China: Translated Research from China emphasizes the importance of countryside, agriculture and the role of peasants in China''s economy. While the Chinese revolution has traveled a path of OC encircling the cities from the rural areasOCO, Chinese reforms were likewise started in promoting the household contract responsibility system in the rural areas OCo the majority of its population living in the countryside makes it the focus of the reforms. Such structural issues that readjustment of interests entailed as urban-rural divide and poor-rich gap are closely related to the rural reform. For this, a rural study centered on the three rural issues (agriculture, rural areas and peasants), or peasantography, is actually an academic OC gold mineOCO, which contains the richest possibilities for Chinese social science to contribute to the world. The above mentioned chapters cover an extensive range of issues in rural reform and agricultural development in China, including property right, food trade structure, the Township and Village Enterprises, non-agricultural employment, the mobility of labor force, land distribution, taxation and saving behavior. The research approach ranges from a macro- to microeconomics level, while in terms of research methodology, property theory, game model and quantitative economics are used, in combination with historiography and empirical case studies. Sample Chapter(s). Chapter 1: Academic Inquiries into the Chinese Success Story (116 KB). Contents: Academic Inquiries into the OC Chinese Success StoryOCO (Z-L Deng); Gender Inequality in the Land Tenure System of Rural China (L Zhu); The Allocation of Decision-Making Power and Changes in the Decision-Making Style: Systematic Thoughts on China''s Rural Problems (S-G Zhang & N Zhao); Farmers'' Tax Burden in Rural China: A Political Economy Analysis (R Tao et al.); Effects of Labor Out-Migration and Income Growth and Inequality in Rural China (S Li); Grain versus Food: A Hidden Issue in China''s Food Policy Debate (F Lu); Saving Behavior in a Transition Economy: An Empirical Case Study of Rural China (G-H Wan et al.); Township Enterprises and Their Interest Distribution in Reform: A Three-Player Game Model (R-Z Ke); Rural Interregional Inequality and Off-Farm Employment in China (P Zhang); Food Demand and Nutritional Elasticity in Poor Rural Areas of China (J-W Zhang & F Cai); Reform in China''s Rural Areas: The Changes in the Relationship between the State and Land Ownership OCo A Retrospect on the Changes in Economic Institutions (Q-R Zhou). Abstract: The author applies a systems-oriented "holistic" approach to China's radical economic reforms during the past quarter of a century. He characterizes China's economic reforms in terms of a multidimensional classification of economic systems. When looking at the economic consequences of China's change of economic system, he deals with both the impressive growth performance and its economic costs. The author also studies the consequences of the economic reforms for the previous social arrangements in the country, which were tied to individual work units-agriculture communes, collective firms, and state-owned enterprises. He continues with the social development during the reform period, reflecting a complex mix of social advances, mainly in terms of poverty reduction, and regresses for large population groups in terms of income security and human services, such as education and, in particular, health care. Next, the author discusses China's future policy options in the social field, whereby he draws heavily on relevant experiences in industrial countries over the years. The future options are classified into three broad categories: policies influencing the level and distribution of factor income, income transfers including social insurance, and the provision of human services.

"The authors present a systematic and incisive study of five interrelated areas: an exploration of the causes of the slowdown in agricultural output growth since the mid-1980s; the role of both output and input markets in agricultural development; the problem of excess labor in agriculture; the potential of rural industrial development to absorb excess labor; and financial flows - taxation, government expenditure, rural household savings, and investment - in relation to agricultural growth. The authors conclude with suggestions for fundamental changes in China's agricultural policy that are needed if the nation is to feed its 1.2 billion people."--BOOK JACKET.Title Summary field provided by Blackwell North America, Inc. Rural Transformations and Development China in Context is a thoughtful book in both senses penetrating and packed with ideas. True to its title, it takes the reader through the main socio-economic and political changes of Chinese rural society. The book brings together a selected group of authoritative, international experts on agricultural development with particular reference to China. It is a good read for everyone, and an eminently recommendable text for professionals and students interested in issues of China s rural change. Peter Ho, University of Groningen, The Netherlands This is an insightful and excellent theoretical and empirical collection about China s contemporary agrarian transformation critically studied not in isolation from either the urban sector or the broader world, but in relation to these. It is a must-read for academics and development policy practitioners who are interested in agrarian and development issues in China in particular and the world more generally. Saturnino M. Borras Jr, Saint Mary s University, Canada Bringing together contributions by some of the leading Western scholars working on paths of rural transformation with studies by their counterparts in China, this book examines the value of contemporary development theories for understanding the specificities of China s trajectory of change. It is a first-class contribution both to Modern China studies and to the renaissance of international research on agrarian change that is now going on. It deserves a wide readership. John Harriss, Simon Fraser University at Vancouver, Canada Interesting comparative perspectives are coupled to extensive on-the-ground research in this exploration of the vast changes underway in China s villages. This book by 19 specialists pushes forward our knowledge of the circumstances and challenges faced by an eighth of humankind. Jonathan Unger, Australian National University This unique book explores the varied perspectives on contemporary processes of rural transformation and policy intervention in China. The expert contributors combine a critical review of current theoretical viewpoints and global debates with a series of case studies that document the specificities of China s pathways to change. Central issues focus on the dynamics of state peasant encounters; the diversification of labour and livelihoods; out-migration and the blurring of rural and urban scenarios; the significance of issues of value and capital and their gender implications; land ownership and sustainable resource management; struggles between administrative cadres and local actors; and the dilemmas of participatory development. Rural Transformations and Development China in Context will prove a fascinating and stimulating read for academics and researchers in the areas of Asian studies, development and agriculture, and public policy.

Over the last twenty five years, China has made significant progress in agricultural policy objectives, with rising production and employment levels, a reduction in poverty and an increase in the level and quality of food consumption. In line with the improving economic situation, government priorities have shifted from increasing production, especially of food grains, to rural income support and to environmental concerns. This publication examines China's agricultural sector, including policy challenges and trends, structural changes in the agri-food sector and effects of economic reforms, domestic and trade policies, support measures, commodity markets and alternative grain stock estimates.

China and India are the most extraordinary economic success stories of the developing world. Both nations’ economies have grown dramatically over the past few decades, elevating them from two of the world’s poorest countries into projected economic superpowers. As a result, the numbers of Chinese and Indians living in poverty have rapidly fallen and per capita incomes in China and India have quadrupled and doubled, respectively. This book investigates the reasons for these staggering accomplishments and the lessons that can be applied both to other developing nations and to the problem of poverty that remains in these two countries. The contributors pay particular attention to agriculture and the rural economy, examining how initial conditions and investments and the prioritization and sequencing of different policies and strategies have led to successes, and how the agricultural and rural sectors connect to overall economic expansion. They also emphasize the importance of anti-poverty programs and safety nets in helping poor people escape poverty. The book offers a set of policy and strategic options for future growth and poverty reduction. These include setting the right priorities for public spending, identifying trade and market reforms, building social safety nets for the poorest of the poor, and building accountable institutions that can provide public goods and services effectively. The book concludes by examining future challenges to China and India’s economic development, such as the need to ensure growth that is sustainable, equitable, and environmentally friendly. The Dragon and the Elephant offers valuable insights to development specialists anxious to multiply the benefits experienced by two of the greatest economic successes in recent times.
