This paper investigates the relationship between economic growth and job creation in developing economies with a focus on low and lower middle-income countries along two dimensions: growth patterns and short-run correlations. Analysis on growth patterns shows that regime changes are quite common in both economic growth and employment growth, yet they are not synchronized with each other. Okun’s Law—the short-run relationship between output and labor market—holds in half of the countries in our sample and shows considerable cross-country heterogeneity.

Jobs are essential for the growth of individuals and countries alike. Achieving personal fulfillment is harder without a job, just as an economy as a whole cannot develop without the impetus of the labor market. These two perspectives unquestionably go hand in hand: from the individual perspective, finding a good job is a legitimate aspiration for anyone who wishes to support oneself and one's family; from the societal perspective, creating more and better jobs is essential to the achievement of lasting and equitable growth. Jobs for Growth rests on this dual vision. This book examines the performance of the region's labor market and, based on this analysis, proposes an integrated package of measures for both personal growth (through successful career paths) and economic growth (through more high-quality jobs and higher productivity). Over the past two decades, the bullish economic cycle has yielded undeniable gains for labor markets in Latin America and the Caribbean (LAC), among them lower unemployment, improved job creation, and a substantial increase in wages. However, the situation on the horizon -stagnation of the region's growth and weaknesses in the global macroeconomic outlook- have increased the urgency to find solutions to today's most pressing labor problems. This volume shows that, despite the still-low unemployment rates, the region may find itself trapped in a vicious cycle of poor-quality jobs -a phenomenon especially visible in the high percentage of informal jobs (which are defined in this publication as those without access to social security benefits) and in the high proportion of very short-lived jobs. As the title Jobs for Growth indicates, breaking this cycle will require comprehensive policies that boost productivity.

What can be done to create more and better jobs in Europe and Central Asia? And should there be specific policies to help workers access those jobs? The authors of this book examine these questions through the lens of two contextual factors: the legacy of centralized planned economies and the mounting demographic pressures associated with rapid aging in some countries and soaring numbers of youth entering the workforce in others. The authors find the following: Market reforms pay off, albeit with a lag, in terms of jobs and productivity. A small fraction of superstar high-growth firms accounts for most of the new jobs created in the region. Skills gaps hinder employment prospects, especially of youth and older workers, because of the inadequate response by the education and training systems to changes in the demand for skills. Employment is hindered by high implicit taxes on formal work and barriers that affect especially women, minorities, youth, and older workers. Low internal labor mobility prevents labor relocation to places with greater job creation potential. Back to Work: Growing with Jobs in Europe and Central Asia asserts that to get more people back to work and to grow with jobs, countries, especially late reformers, need to regain the momentum for economic and institutional reforms that existed before the economic crisis. They should lay the fundamentals to create jobs for all workers, by pushing reforms to create the enabling environment for existing firms to grow, become more productive, or exit the market and let new firms emerge and succeed (or fail fast and cheap). They should also implement policies to support workers so that those workers are prepared to take on the new jobs being created, by having the right skills and incentives, unhindered access to work, and being ready to relocate.

This book is a sequel to the World Bank's World Development Report 2013: Jobs. The central message of that report was that job creation is at the heart of development. Jobs raise living standards and lift people out of poverty, they contribute to gains in aggregate productivity, and they may even foster social cohesion. In doing so, jobs may have spillovers beyond the private returns they offer to those who hold them. Poverty reduction is arguably a public good, making everybody better off; higher productivity spreads across co-workers, clusters, and cities; and social cohesion improves the outcomes of collective decision-making. But which jobs make the greatest contribution to development and what policies can facilitate the creation of more of these jobs? There is no universal answer - it depends on the country's level of development, demography, natural endowments, and institutions. This volume explores the diversity of jobs challenges and solutions through case studies of seven developing countries. These countries, drawn from four continents, represent seven different contexts - a small island nation (St. Lucia), a resource-rich country (Papua New Guinea), agrarian (Mozambique), urbanizing (Bangladesh), and formalizing (Mexico) economies, as well as young (Tunisia) and aging (Ukraine) populations. Using methods drawn from several branches of economics and the social sciences more broadly and analyzing a wide range of data, the authors show the different ways in which jobs have contributed to social and economic development in the countries they have studied and how they can contribute in the future. The policy priorities vary accordingly. They often extend well beyond traditional labor market instruments to include policy areas not typically considered in national growth strategies.

As part of the study, TVET providers, business enterprises, policy makers and practitioners were surveyed using questionnaires and face-to-face interviews. In addition, workshops were held in each of the four countries to ascertain the views of key stakeholders in government, nongovernment organisations, members of the international development community, TVET providers and members of the business sector.The book also provides summaries of the case studies undertaken for India, Indonesia, Sri Lanka and Viet Nam.
