Since 2000, Armenia's economic performance has been remarkable. Real economic growth has averaged 11 percent a year, annual inflation has averaged 3 percent, and poverty and inequality have fallen. The country has outperformed other low-income countries including other members of the Commonwealth of Independent States. This is particularly impressive given the geographical location of Armenia, the closure of two critical borders, and occasional political turmoil. The key factors behind Armenia's economic performance are prudent monetary and fiscal policies, liberal trade and foreign exchange regimes, rapid and relaively well-sequenced structural reforms, and support from the Armenian diaspora. In addition, the implementation of a poverty reduction strategy since 2002 has complemented the effect of economic growth on reducing poverty. This book assesses the country's economic transformation during the last 10 years and discusses the challenges to sustaining these successes.

It reports on the progress in addressing issues raised in the previous JSAN, and provides IMF staff's advice on key priorities for strengthening the PRSP process further. The second PRSP Progress Report provides strong evidence of rapid economic growth, a notable reduction in poverty, and a number of other accomplishments, particularly in fiscal policy and social service delivery.

This paper evaluates the Republic of Armenia’s Third Review Under the Poverty Reduction and Growth Facility (PRGF) and a Request for Waiver of Performance Criterion. The PRGF-supported program remains on track. All but one of the December 2002 quantitative performance criteria were met, and all structural measures envisaged for implementation up until February 2003 have been carried out or implemented as a prior action for the third review. The targets on tax revenue, stock of domestic arrears, fiscal deficit, and net international reserves were met with comfortable margins.

The main drivers of economic growth in Armenia were the construction and service sectors. The global economic crisis resulted in a substantial change in the structure of the economy. The drastic decline in the volume of foreign financing prejudice the continuation of rapid economic growth in the medium term and point to the need for incentives for exports and diversification, as well as encouraging of high-quality job openings and high levels of productivity. Reforms are needed in the key sectors of agriculture and infrastructure.

Armenia showed strong economic performance owing to its prudent macroeconomic policies and structural reforms, under the Poverty Reduction Growth Facility (PRGF) Arrangement. Executive Directors welcomed this development, and stressed the need to strengthen the tax system, structural reform agenda, and implement an effective anticorruption strategy. They emphasized the need to improve monetary stance, the legal financial sector framework, and banking supervision. They agreed that Armenia has successfully completed the fourth review under the PRGF program, and approved waiver.

This paper examines Armenia’s Fifth Review Under the Poverty Reduction and Growth Facility (PRGF) and Request for Extension of the Arrangement. Performance under the PRGF-supported program since mid-2003 has been satisfactory: the authorities met all quantitative targets and implemented most of the envisaged structural measures. Tax revenue collection was somewhat disappointing in 2003, although it has improved in early 2004. Future growth in Armenia will increasingly depend on the ability of the banking system to mobilize and allocate domestic savings.

This paper assesses the Republic of Armenia’s 2001 Article IV Consultation and a Request for a Three-Year Arrangement Under the Poverty Reduction and Growth Facility (PRGF). The economic situation in Armenia has improved since mid-2000 following the deterioration in late 1999 and early 2000. Real GDP began to recover in the second quarter and increased by 6 percent for 2000 as a whole. The authorities have made progress in reforming the energy sector, which remains a considerable financial drain on the budget and the rest of the economy.

This paper describes that with the global downturn in 2007–2009, some of these achievements were partially reversed due to severe negative shocks to growth and changes in the composition of growth. While compared to peer countries, inequality in Armenia remains low; it has increased somewhat since 2009. Poverty has marginally declined after the global crisis, but unemployment remains high. Creating jobs, reducing poverty, and higher inclusiveness would require sustained high growth and implementing pro-poor policies. Better-targeted social policies and more attention to the regional distribution of spending would also help reduce poverty and improve inclusiveness. Poverty declined during the 2000s, supported by high growth. Poverty rate decreased by one third and the extreme poverty declined by half during 2004–2008. In addition to strong growth which created many job opportunities, higher social expenditures played a key role in lowering poverty. Regional disparities of poverty levels remain very high. These disparities, however, are geographical and not across the urban/rural divide. Indeed, contrary to the common perception, poverty rates in urban and rural areas are almost the same.

This paper examines Armenia's 2004 Article IV Consultation, Sixth Review Under the Poverty Reduction and Growth Facility, and Request for Waiver of Performance Criteria. Armenia's strong economic performance has been continuing in 2004. In January-September, the year-over-year rate of GDP growth was 10 percent, fueled by increases in agricultural production, housing construction, and services. Since mid-2003, banking sector performance has improved, and there has been a gradual return of confidence toward banks following the resolution of eight intervened banks.
