This volume presents 11 papers written by renowned, national and international scholars that add substantially to the body of empirical research and policy lessons on how to raise economic growth and prosperity in Chile. This paper estimates potential output and the sources of growth in Chile during 1970-96. Actual output is cointegrated with the quality-adjusted measures of capital and labor, and constant returns to scale cannot be rejected. The estimates of potential output show a positive output gap in the years when the Chilean economy was deemed to be overheated. In 1986-90, the quality-adjusted labor variable explains close to 60 percent of the growth rate of GDP, while during 1991-95 capital formation plays a dominant role. The contribution of TFP growth in Chile is relatively small, but, based on a comparison with European and East Asian experiences, it is expected to increase in the medium term.

The study presents the results of model simulations showing the macroeconomic effects of the implementation of key climate change mitigation policies in Chile, aimed to reduce CO2eq emissions in accordance with Chilean latest NDC and a target of zero net CO2eq emissions by 2050. By using a multi-sector macroeconomic general equilibrium model, the study shows that the implementation of the proposed policy package could have an overall positive impact on the economy both in the short and long run, as measured by the effect on economic indicators such as GDP, and ensures decoupling of growth from fossil fuel use. Per the analysis, the expected level of GDP by 2050 could increase up to 4,4 percent when compared to the baseline scenario, which corresponds to a higher rate of growth of 0.13 p.p. Main contribution to GDP is expected from increased private consumption and investment, with an estimated 2.4 and 1.7 percent respectively. Since positive economic and financial implications could arise from the implementation of the proposed mitigation package, the unsolicited participation of the private sector could be expected and enhanced. Remaining questions and discussions from the study relate to limitations for the uptake of mitigation measures sooner than long term scenarios. The study evaluated the macroeconomic impact of implementing a mitigation package aligned with the achievement of the recent updated Chilean NDC and committed zero net CO2eq emissions by 2050.

What are the main issues in Chile's trade agenda? This paper argues that the country's agenda does not lend itself to that traditional kind of policy advice usually given throughout Latin America. Protection is low and uniform, institutions that govern trade policy are strong and well protected from capture and the country has put a lot of effort in opening markets in the region and abroad. The important issues that come out of the analysis are to a great extent, "second generational". That is: export diversification, the regional distribution of trade gains, completion of the "multidimensional" trade strategy and transport costs. Whereas Chile has made progress in diversifying its exports away from copper, concentration is still high even when compared to other resource intensive countries. On the regional issue, it seems clear that Chile's export-led growth in the last two decades was not evenly distributed across the regions. On Chile's "multidimensional" trade strategy, Asia is clearly the missing link in the country's wide net of preferential agreements and the evidence available suggest that transport costs are these days a more important obstacle to Chile's trade than traditional trade barriers.

Using a multivariate filter, we estimate potential growth rates in Chile’s mining and non-mining sectors. Estimates for the mining sector incorporate information on copper prices, whereas estimates for non-mining reflect information on inflation and unemployment rates. To better understand the drivers of potential growth, we decompose estimates into capital, labor (adjusted for human-capital and hours worked), and total-factor productivity using a production-function. Our estimates of potential output in Chile suggest that an important part of the recent growth slowdown has been structural, with potential-output growth slowing to 21⁄2 percent in recent years, although it plausibly could be higher in the medium-term.
