Fue en el año 2011 cuando Naciones Unidas proclamó dicho año como el Año Internacional del Voluntariado. En aquel momento esta revista publicó un monográfico bajo el título ?2001 Repensar el voluntariado?. Diez años más tarde, con ocasión del ?Año Europeo del Voluntariado? designado por la Unión Europea, la revista Documentación Social dedica este número al papel que actualmente, en un contexto de crisis económica y social, juega la participación altruista de los voluntarios dentro de las organizaciones del Tercer Sector. Resulta interesante analizar el hincapié que se ha dado, en el título de este año europeo, al fomento de una ciudadanía activa: Parece que se hace necesario, ante un clima de desafección y falta de implicación en lo público y en lo social, poner en valor lo que supone la implicación de los ciudadanos en acciones solidarias, siendo ésta una de las líneas de investigación y trabajo realizada por los articulistas en este número. Este año 2011 supone una oportunidad para que desde las organizaciones de voluntariado se subraye la relevancia de la participación de las personas voluntarias, valorando su aportación y reflexionando sobre el protagonismo que se da a los ciudadanos que se comprometen a dedicar, en muchos casos algo más que su tiempo, en los proyectos o programas de cada una de ellas. Por lo tanto, el voluntariado debería ser la muestra de una ciudadanía activa comprometida con la realidad de su entorno más próximo, pero también con una ciudadanía global. Un compromiso ciudadano respaldado en una participación que vaya más allá del acto solidario puntual, siendo, como se señala en una antigua definición de voluntariado, la tendencia a erradicar o modificar las causas que provocan su intervención.

La vulnerabilidad es una condición inherente al ser humano. A pesar de constituir una relación de (inter)dependencia, en las relaciones de cuidado se asume habitualmente que existe una persona invulnerable y una persona dependiente, y que sólo la persona cuidada debe ser objeto de atención. Sin embargo, el ejercicio de cuidados puede acarrear riesgos psicosociales en la persona cuidadora principal, dando lugar al conocido como síndrome de carga del/la cuidador/a, quien, en la mayoría de las ocasiones, es una mujer. El presente trabajo trata de identificar, a través del análisis, desde una perspectiva de género, de los programas de apoyo a cuidadores/as puestos en marcha desde las instituciones públicas, cómo se articula el discurso de los poderes públicos respecto a la vulnerabilidad de las personas cuidadoras, y si estas herramientas diseñadas y puestas en marcha para paliar las consecuencias derivadas del cuidado construyen o deconstruyen las relaciones de género. Vulnerability is an inherent human condition. Despite constituting an (inter)dependency relationship, it is commonly assumed in care relationships that there is an invulnerable and a dependent person, and that the cared person is the invulnerable and dependent, so that only the one who is cared for should be the object of attention. However, caregiving can entail psychosocial risks for the caregiver, resulting in what is known as caregiver burden syndrome, who is most often a woman. This paper attempts to identify, through the gender perspective analysis, support programmes for caregivers implemented by public institutions, how public authorities' discourse on the vulnerability of caregivers is articulated, and whether these tools designed and implemented to alleviate the consequences of caregiving construct or deconstruct gender relations.
