Tambi�n se nutre de la experiencia �nica de la FAO en temas tales como le evaluaci�n de la situaci�n de oferta y demanda globales de alimentos; el an�lisis de las repercusiones de los Acuerdos de la OMC en los mercados de los productos b�sicos y en la seguridad alimentaria en los �mbitos mundial, regional y nacional; la armonizaci�n de las normas internacionales de calidad e inocuidad de los alimentos, basadas en la evaluaci�n del riesgo conforme a criterios cient�ficos, a trav�s de los trabajos de la Comisi�n del C�digo Alimentario (junto con la OMS); las normas internacionales de la Convenci�n Internacional de la Protecci�n Fitosanitaria; y la conservaci�n y utilizaci�n de los recursos gen�ticos para la alimentaci�n y la agricultura, mediante la Comisi�n de los Recursos Fitogen�ticos para la Alimentaci�n y la Agricultura, �nico foro intergubernamental de la Naciones Unidas que trata de esa materia. El "Manual" tambi�n toma en consideraci�n los trabajos en curso relativos al comercio y la ordenaci�n de los recursos naturales, as� como preocupaciones ambientales y �ticas, tales como el C�digo de Conducta para la Pesca Responsable, el C�digo de Conducta para la Distribuci�n y el uso de Plaguicidas, el C�digo de �tica para el Comercio Internacional de Alimentos del Codex, y el Proyecto de C�digo de Conducta en Biotecnolog�a. El presente "Manual" ha sido preparado por funcionarios de la FAO para servir de material de apoyo a los funcionarios de los gobiernos y especialistas de instituciones acad�micas y del sector privado. El "Manual" tambi�n ser� de inter�s para los responsables de la aplicaci�n de los acuerdos de la OMC y para quienes est�n involucrados en las pr�ximas negociaciones multilaterales.

This book is a stepping stone toward solving public sector human capital challenges in Zimbabwe as it equips human capital managers with solutions to key issues in the public sector. In Zimbabwe, the public sector human capital drives the economy as over half of the population access their services through public enterprises. Government is the major agent in economic and infrastructure development as well as the production of goods and services. However, Zimbabwe’s public service is underperforming due to poorly motivated and managed employees who do not respond to the needs of its clients. This is a cause of concern as the public sector human capital is central to the overall performance of the public sector. Often public sector managers and leaders lack advanced, relevant, and dynamic skills and knowledge to deal with human resource challenges within the New Public Management environment. It is critical for the public sector to transform its human resource management to suit twenty-first-century needs. Effective human resource management in the public sector leads to economic growth and therefore the achievement of the Zimbabwe National Vision 2030.
