Les zoonoses présentent des risques pour la santé animale et pour la santé humaine et peuvent avoir un impact sur les moyens de subsistance, les économies et les écosystèmes ainsi que sur la sécurité alimentaire et la sécurité sanitaire aux niveaux national et mondial. La surveillance est un élément essentiel de la lutte contre les zoonoses, mais elle ne peut être assurée efficacement par un seul secteur. Une approche collaborative «Une seule santé» et un système multisectoriel de surveillance coordonné sont essentiels pour identifier rapidement les évènements zoonotiques dans un pays. L'outil opérationnel de surveillance et de partage de l'information (SIS OT) est un outil tripartite (FAO, OMS, OMSA) développé sous la direction de la FAO pour aider les autorités nationales à établir ou à renforcer leur surveillance multisectorielle coordonnée et le partage de l'information pour les zoonoses. Le SIS OT est basé sur les principes présentés dans le guide tripartite pour la gestion des zoonoses, en particulier sur la «surveillance des maladies zoonotiques et le partage d'informations». Le SIS OT comprend le guide avec ses annexes et l'outil basé sur Excel (Manuel SIS OT). Le SIS OT est destiné à être utilisé par un groupe de travail ou dans le cadre d’un atelier, par des participants représentant la santé animale, la santé humaine, la santé environnementale et d’autres secteurs pertinents au sein d’un pays qui sont responsables des zoonoses. Il fournit une méthodologie par étapes pour guider l’évaluation des structures ou mécanismes nationaux déjà en place. Il fournit aux utilisateurs un inventaire de ressources existantes développées par la Tripartite et d'autres institutions qui peuvent aider à développer ou à améliorer les capacités de surveillance. Enfin, le SIS OT guide l'élaboration d'une feuille de route, d’un plan de développement de SIS et l'utilisation des ressources pour rapprocher les structures existantes et construire ou renforcer le système national de surveillance coordonné.

The 2018 FAO-OIE-WHO (Tripartite) zoonoses guide, “Taking A Multisectoral, One Health Approach: A Tripartite Guide to Addressing Zoonotic Diseases in Countries” (2018 TZG) is being jointly developed to provide member countries with practical guidance on OH approaches to build national mechanisms for multisectoral coordination, communication, and collaboration to address zoonotic disease threats at the animal-human-environment interface. The 2018 TZG updates and expands on the guidance in the one previous jointly-developed, zoonoses-specific guidance document: the 2008 Tripartite “Zoonotic Diseases: A Guide to Establishing Collaboration between Animal and Human Health Sectors at the Country Level”, developed in WHO South-East Asia Region and Western Pacific Region. The 2018 TZG supports building by countries of the resilience and capacity to address emerging and endemic zoonotic diseases such as avian influenza, rabies, Ebola, and Rift Valley fever, as well as food-borne diseases and antimicrobial resistance, and to minimize their impacts on health, livelihoods, and economies. It additionally supports country efforts to implement WHO International Health Regulations (2005) and OIE international standards, to address gaps identified through external and internal health system evaluations, and to achieve targets of the Sustainable Development Goals. The 2018 TZG provides relevant country ministries and agencies with lessons learned and good practices identified from country-level experiences in taking OH approaches for preparedness, prevention, detection and response to zoonotic disease threats, and provides guidance on multisectoral communication, coordination, and collaboration. It informs on regional and country-level OH activities and relevant unisectoral and multisectoral tools available for countries to use.
