The purpose of this guide is to familiarize the designer with the complex problem of highway traffic noise. Following a brief introduction, a review is presented of the nature of the noise problem. Attacking the traffic noise problem with its interrelated aspects is presented as a systems approach--a sharing of responsibility for noise reduction. The guide provides some insight into the problems faced by highway planners and designers and presents remedial measures for noise reduction. Procedures are outlined to aid in conducting noise studies. When noise studies indicate abatement measures may be reasonable and feasible, design features are presented to aid in obtaining cost-effective abatement.

This guide which was produced in an effort to consolidate and disseminate research information relating to traffic noise and develop guidelines for the abatement of traffic generated noise through highway design procedures and techniques, reviews the nature of noise and presents a systems approach to the attack of noise problems and its interrelated aspects. Some insight is provided into the problems faced by highway planners and designers and remedial measures are presented for noise reduction. Procedures are outlined which aid in conducting noise studies. Design features are described which aid in obtaining attenuation when studies indicate such measures are desirable and feasible. Several procedures for noise measurement are included in an appendix.

This synthesis report describes current practice in mitigating nighttime construction nuisances such as noise, vibration, light, and dust. Roadway construction work is increasingly done at night to mediate traffic congestion; however, this trend also increases the potential for disturbing adjacent property owners. This report will be of interest to department of transportation (DOT) construction, design, and project engineers, and to those responsible for community relations. This report of the Transportation Research Board stresses the importance of informing project neighbors and establishing cooperative relations with the community as a first measure of successful mitigation. Examples show how project design can address construction nuisances by locating and sequencing construction operations to minimize their impact. Current practices used in source control, path control, and receptor control are described and documented in examples from the Boston Central Artery/Tunnel project and projects in Arizona and Salt Lake City, Utah. Appended materials provide sample specifications for mitigation of noise and dust control.
