This annual issue of Balance-of-Payments Statistics Yearbook (BOPSY) contains two sections: World and Regional Tables, and Country Tables. The first section presents 21 world and regional tables for major components of the balance of payments, net International Investment Position (IIP), and total financial assets and total liabilities for the IIP. The second section provides detailed tables on balance-of-payments statistics for 191 economies and IIP data for 150 economies. Volume 66 of the BOPSY, published by the IMF, contains balance of payments and international investment position (IIP) data in accordance with the sixth edition of the Balance of Payments and International Investment Position Manual. Data are presented for 2007 forward. The IMF is grateful for countries’ cooperation in providing comprehensive, timely, and regular data to the IMF for re-dissemination. These data support the IMF’s Statistics Department in its efforts to respond to the analytical and policy needs of the IMF, member countries, and the international community.

A technical assistance (TA) mission visited Guinea during July 9–20, 2018, as part of the project funded by the Government of Japan to improve external sector statistics (ESS) in 17 Francophone African countries. This was the third mission under this project following the missions in 2016 and 2017. The mission was hosted by the Central Bank of the Republic of Guinea (BCRG), which is responsible for compiling ESS. The mission addressed the following main issues (i) improvement of the surveys on migrant remittances and informal trade; (ii) perform detailed technical work to improve ESS; and (iii) participation in the coordinated direct investment survey (CDIS) and the quarterly external debt statistics (QEDS) database. The mission also reviewed the status of implementation of the recommendations from the previous TA missions.

[1] L'édition 2013 du Guide des statistiques de la dette extérieure tient compte de l'évolution considérable de la finance internationale depuis la publication de l'édition 2003. Le guide SDE 2013 fournit des orientations sur 1) les concepts, définitions et classifications des statistiques de la dette du secteur public; 2) les sources et les techniques d'établissement de ces statistiques; et 3) les applications analytiques de ces données. Les concepts établis dans le guide SDE 2013 sont pleinement harmonisés avec ceux du Système de comptabilité nationale 2008 (SCN 2008) et de la sixième édition du Manuel de la balance des paiements et de la position extérieure globale (MBP6). The global financial crisis of recent years and the associated large fiscal deficits and debt levels that have impacted many countries underscores the importance of reliable and timely government statistics and, more broadly, public sector debt as a critical element in countries fiscal and external sustainability. Public Sector Debt Statistics is the first international guide of its kind, and its primary objectives are to improve the quality and timeliness of key debt statistics and promote a convergence of recording practices to foster international comparability and as a reference for national compilers and users for compiling and disseminating these data. Like other statistical guides published by the IMF, this one was prepared in consultation with countries and international agencies, including the nine organizations of the Inter-Agency Task Force on Finance Statistics (TFFS). The guide's preparation was based on the broad range of experience of our institutions and benefitted from consultation with national compilers of government finance and public sector debt statistics. The guide's concepts are harmonized with those of the System of National Accounts (2008) and the Balance of Payments and International Investment Position Manual, Sixth Edition.
