Privacy in statistical databases is a discipline whose purpose is to provide so- tionstothetensionbetweenthesocial, political, economicandcorporatedemand for accurate information, and the legal and ethical obligation to protect the p- vacy of the various parties involved. Those parties are the respondents (the individuals and enterprises to which the database records refer), the data o- ers (those organizations spending money in data collection) and the users (the ones querying the database or the search engine, who would like their queries to stay con?dential). Beyond law and ethics, there are also practical reasons for data-collecting agencies and corporations to invest in respondent privacy: if individual respondents feel their privacy guaranteed, they are likely to provide moreaccurateresponses. Data ownerprivacyis primarilymotivatedbypractical considerations: if an enterprise collects data at its own expense, it may wish to minimize leakage of those data to other enterprises (even to those with whom joint data exploitation is planned). Finally, user privacy results in increaseduser satisfaction, even if it may curtail the ability of the database owner to pro?le users. Thereareatleasttwotraditionsinstatisticaldatabaseprivacy, bothofwhich started in the 1970s: the ?rst one stems from o?cial statistics, where the dis- pline is also known as statistical disclosure control (SDC), and the second one originates from computer science and database technology. In o?cial statistics, the basic concern is respondent privacy. In computer science, the initial mo- vation was also respondent privacy but, from 2000 onwards, growing attention has been devoted to owner privacy (privacy-preserving data mining) and user privacy (private informationretrieval).

Because statistical confidentiality embraces the responsibility for both protecting data and ensuring its beneficial use for statistical purposes, those working with personal and proprietary data can benefit from the principles and practices this book presents. Researchers can understand why an agency holding statistical data does not respond well to the demand, “Just give me the data; I’m only going to do good things with it.” Statisticians can incorporate the requirements of statistical confidentiality into their methodologies for data collection and analysis. Data stewards, caught between those eager for data and those who worry about confidentiality, can use the tools of statistical confidentiality toward satisfying both groups. The eight chapters lay out the dilemma of data stewardship organizations (such as statistical agencies) in resolving the tension between protecting data from snoopers while providing data to legitimate users, explain disclosure risk and explore the types of attack that a data snooper might mount, present the methods of disclosure risk assessment, give techniques for statistical disclosure limitation of both tabular data and microdata, identify measures of the impact of disclosure limitation on data utility, provide restricted access methods as administrative procedures for disclosure control, and finally explore the future of statistical confidentiality.

Designing and Conducting Business Surveys provides a coherent overview of the business survey process, from start to finish. It uniquely integrates an understanding of how businesses operate, a total survey error approach to data quality that focuses specifically on business surveys, and sound project management principles. The book brings together what is currently known about planning, designing, and conducting business surveys, with producing and disseminating statistics or other research results from the collected data. This knowledge draws upon a variety of disciplines such as survey methodology, organizational sciences, sociology, psychology, and statistical methods. The contents of the book formulate a comprehensive guide to scholarly material previously dispersed among books, journal articles, and conference papers. This book provides guidelines that will help the reader make educated trade-off decisions that minimize survey errors, costs, and response burden, while being attentive to survey data quality. Major topics include: • Determining the survey content, considering user needs, the business context, and total survey quality • Planning the survey as a project • Sampling frames, procedures, and methods • Questionnaire design and testing for self-administered paper, web, and mixed-mode surveys • Survey communication design to obtain responses and facilitate the business response process • Conducting and managing the survey using paradata and project management tools • Data processing, including capture, editing, and imputation, and dissemination of statistical outputs Designing and Conducting Business Surveys is an indispensable resource for anyone involved in designing and/or conducting business or organizational surveys at statistical institutes, central banks, survey organizations, etc.; producing statistics or other research results from business surveys at universities, research organizations, etc.; or using data produced from business surveys. The book also lays a foundation for new areas of research in business surveys.

Legal Aspects Of Ethnic Data Collection And Positive Action written by Jozefien Van Caeneghem and has been published by Springer Nature this book supported file pdf, txt, epub, kindle and other format this book has been release on 2019-09-05 with Law categories.
This book addresses the legal feasibility of ethnic data collection and positive action for equality and anti-discrimination purposes, and considers how they could be used to promote the Roma minority’s inclusion in Europe. The book’s central aim is to research how a societal problem can be improved upon from a legal perspective. The controversy surrounding ethnic data collection and positive action severely limits their use at the national level. Accordingly, legal and political concerns are analysed and addressed in order to demonstrate that it is possible to collect such data and to implement such measures while fully respecting international and European human rights norms, provided that certain conditions are met. Part I focuses on ethnic data collection and explores the key rules and principles that govern it, the ways in which this equality tool could be used, and how potential obstacles might be overcome. It also identifies and addresses the specific challenges that arise when collecting ethnic data on the Roma minority in Europe. In turn, Part II explores positive action and the broad range of measures covered by the concept, before analysing the applicable international and European framework. It reviews the benefits and challenges of implementing positive action for Roma, identifies best practices, and gives special consideration to inter-cultural mediation in the advancement of Roma inclusion. The book concludes with an overview of the main findings on both topics and by identifying three essential elements that must be in place, in addition to full respect for the applicable legal rules, in order to combat discrimination and achieve the inclusion of Roma in Europe by complementing existing anti-discrimination frameworks with the collection of ethnic data and the implementation of positive action schemes.
