Fundamental changes in family life in recent decades have raised parental and familial stress to unprecedented levels. The result is increasing isolation and frustration among families, placing them at risk for a wide range of social problems. Public and private institutions have been slow to respond to the changes in family life, to the needs these changes have engendered, and to their potentially costly and long-term repercussions. The delivery of social services to families in the United States operates on a limited casualty-based, crisis-driven system, and resources are primarily devoted to treating existing, well-defined problems. In contrast, family support programs are grounded in a preventive approach, one that fosters the opportunity for parents to provide the best possible environment for their children. This booklet describes family resource programs and outlines the steps required to develop a program. The first part examines the need for family resource programs and discusses the goals and services, design, and unique qualities of family resource programs. The second part outlines 12 steps necessary to develop a program. These steps are: (1) forming a planning committee; (2) assessing needs; (3) choosing a program model; (4) setting the program's purpose, goals, and objectives; (5) choosing an administrative structure; (6) fundraising; (7) determining location; (8) selecting staff; (9) recruiting families; (10) providing child care; (11) developing the program; and (12) evaluating the program's progress. Family support programs have proliferated in many different settings in response to an increasing emphasis in the public policy arena on a family support strategy. These guidelines for effective family support practice represent the consensus of family support practitioners as assessed in focus groups with over 2,000 staff and parent participants. Chapter 1 of the guide, "The Family Support Story," discusses the need for family support, the development of the family support movement, and family support premises and principles. Chapters 2 through 6 present guidelines and key practices related to the following general areas of practice or themes identified in the family support principles: (1) relationship building; (2) enhancement of family capacity; (3) affirmation of diversity; (4) programs in communities; and (5) program planning, governance, and administration, Each practice chapter provides an introductory overview, guidelines for practice, and challenges in practice. The bulk of each chapter is devoted to guidelines for translating a principle into practice. The guidelines are practice goals, with key practices described as the actions necessary to achieve these goals. Practice examples from actual programs illustrate the application of the various strategies described. Chapter 7, "Looking to the Future," discusses how guidelines for family support can inform practice, training and education of family support workers, research and evaluation, and public policy. Three appendices contain recommended resources, describe the study's methodology, and delineate the premises and principles of family support. (KDFB)

This guide assists public and private agencies in establishing family support programs for low-income families. The guide is based on the experience of two projects, Child Survival/Fair Start for Children (1982-89) and High/Scope Parent-to-Parent Dissemination Project (1979-84). Chapter 17 summarizes the stages and strategies of program implementation. Chapter 18 presents guidelines and procedures for designing the evaluation. Chapter 19 surveys the mechanics of collecting and analyzing survey data and obtaining support of staff and family.
