This book deals with light pollution and about the ways to reduce it. Light pollution is one of the negative side-effects of artificial outdoor lighting. The term light pollution is an unhappy one, but as no better alternative seems to exist, it will be used throughout this book. The function of all outdoor lighting is to enhance the visibility or the aesthetics in the nighttime environment. The light should come where it is needed. If not, it is spilled, causing economic and environmental losses as well as disturbance and discomfort. The overall effects are termed 'light pollution'; a major form of light pollution is the glow extending over the night sky. Sky glow is discussed in many astronomical textbooks and in many popular brochures. The present book is primarily aimed at those responsible for outdoor lighting installations. Thus, an engineering approach has been chosen. The level of the book is that of 'college' or 'University level'. The book is organized in two parts. The first seven chapters cover the areas of general interest, and conclude with recommendations. The second part deals with the scientific and engineering elaboration of the first part. A number of examples are included that refer to specific outdoor lighting installations and projects that are directly related to the reduction of light pollution. Finally, some information is given about the authors.

For the last twenty years astronomy has been developing dramatically. Until the nineteen-fifties, telescopes, spectrometers, and photographic plates consti tuted a relatively simple set of tools which had been refined to a high degree of perfection by the joint efforts of physicists and astronomers. Indeed these tools helped at the birth of modern astrophysics: the discovery of the expan sion of the Universe. Then came radioastronomy and the advent of electronics; the last thirty years have seen the application to astrophysics of a wealth of new experimental techniques, based on the most advanced fields of physics, and a constant interchange of ideas between physicists and astronomers. Last, but not least, modern computers have sharply reduced the burden of dealing with the information painfully extracted from the skies, whether from ever scarce photons, or from the gigantic data flows provided by satellites and large telescopes. The aim of this book is not to give an extensive overview of all the tech niques currently in use in astronomy, nor to provide detailed instructions for preparing or carrying out an astronomical project. Its purpose is methodologi cal: photons are still the main carriers of information between celestial sources and the observer. How we are to collect, sample, measure, and store this infor mation is the unifying theme of the book. Rather than the diversity of tech niques appropriate for each wavelength range, we emphasize the physical and mathematical bases which are common to all wavelength regimes.

The XVlllth General Assembly of the International Astronomical Union was held in Patras, Greece, from 17-26 August 1982. It was marked by the tragic death of the President of the IAU, Professor M.K.V. Bappu, on August 19, 1982. This sad event, without precedent in the history of the Union, posed serious problems to the organization of the General Assembly, which could only be overcome by the full collaboration of all members, the organizers, and the Executive Committee. A tribute to the memory of Prof. Bappu was paid during a plenary meeting on 23 August 1982. The full texts of the speeches are published in Chapter I of this . volume. The excellent scientific programme in Patras was organized by the Presidents of the 40 IAU Commissions and coordinated by the IAU General Secretary (1979-1982), Professor P.A. Wayman. The local arrangements were taken care of by Professor C. Goudas and his collaborators from the Patras University. Due to the unexpected withdrawal in 1979 of another invitation to host the 1982 IAU General Assembly, the organizers in Greece had less than two years available for the extensive preparations, and our hearty thanks are due to them for their persistent efforts, which made this General Assembly an outstanding success.
