Health care-associated infections (HAI) are one of the most common adverse events in care delivery and a major public health problem with an impact on morbidity, mortality and quality of life. At any one time, up to 7% of patients in developed and 10% in developing countries will acquire at least one HAI. These infections also present a significant economic burden at the societal level. However, a large percentage are preventable through effective infection prevention and control (IPC) measures. These new guidelines on the core components of IPC programmes at the national and facility level will enhance the capacity of Member States to develop and implement effective technical and behaviour modifying interventions. They form a key part of WHO strategies to prevent current and future threats from infectious diseases such as Ebola, strengthen health service resilience, help combat antimicrobial resistance (AMR) and improve the overall quality of health care delivery. They are also intended to support countries in the development of their own national protocols for IPC and AMR action plans and to support health care facilities as they develop or strengthen their own approaches to IPC. These are the first international evidence-based guidelines on the core components of IPC programmes. These new WHO guidelines are applicable for any country and suitable to local adaptations, and take account of the strength of available scientific evidence, the cost and resource implications, and patient values and preferences.

In 2015 the World Health Assembly endorsed the Global action plan on antimicrobial resistance calling on countries to develop and implement national action plans on antimicrobial resistance (AMR). For most countries, the greatest challenge is not developing a national action plan; rather, it is the implementation of the plan based on evidence-based prioritization of activities, systematic monitoring of progress, and ensuring sustainability of efforts. The purpose of this publication is to to provide a practical, stepwise approach to the implementation of the national action plan on AMR within the human health sector; and to provide a process and collation of existing WHO tools to prioritize, cost, implement, monitor and evaluate national action plan activities. The target audience of the publication are national/subnational stakeholders working on AMR within the human health sector. This includes national health authorities, national multisectoral coordination groups, senior technical experts and policymakers involved in implementing AMR activities at all levels of the health system, and implementation partners to accelerate sustainable implementation and monitoring and evaluation of national action plans on AMR.

In recent years, we have begun to recognise the rising threat of Multidrug Resistant Organisms (MDORs), and the profound impact that healthcare associated infections (HCAIs), such as MRSA, can have on both patient safety and quality of care. HCAIs prolong patients' hospital stays, and increase morbidity as well as mortality rates, yet diagnosing and treating these infections is a costly process that can place intense pressure on already limited healthcare resources. The updated and significantly expanded new edition of Manual of Infection Prevention and Control is a practical handbook that provides a comprehensive overview of HCAI control and prevention in all healthcare facilities. Clear diagrams and quick-access tables give step-by-step instructions to guide the reader through real-life prevention strategies such as hand wash, disinfection, and sterilisation. A truly current and global source, this book also includes information regarding infection outbreak management, and detailed sections on specific pathogens such as swine flu, C Difficile, ESBL, MRSA, E.coli 0157, XDR-TB, and Ebola. Manual of Infection Prevention and Control is a fully illustrated, evidence based guide for doctors, nurses, and public health physicians working to prevent the spreading of infectious diseases - most particularly HCAIs. It is also a valuable reference for environmental health officers, health educators, practice managers in GP surgeries, and health service managers.

One of the targets of the Sustainable Development Goals (SDGs) for the period 2015-2030 is to end the global TB epidemic. In line with this target, the WHO End TB Strategy, approved by the World Health Assembly in 2014, calls for a 90% reduction in TB deaths and an 80% decrease in the TB incidence rate by 2030. The strategy emphasizes the need for prevention across all approaches, including infection prevention and control (IPC) in health care services and other settings where the risk of Mycobacterium tuberculosis transmission is high. IPC practices are vital to reduce the risk of M. tuberculosis transmission, by reducing the concentration of infectious droplet nuclei in the air and the exposure of susceptible individuals to such aerosols. Initial WHO recommendations on TB IPC focused primarily on decreasing the risk of transmission in health care facilities in resource-limited settings.17,18 These initial recommendations were then expanded in 2009 to provide further guidance on the use of specific measures for health care facilities, congregate settings and households. After the 2009 guidelines had been in effect for almost 10 years, the need for an update was anticipated, to provide a revised evidence assessment, reinforcing earlier recommendations and linking to core components of effective IPC programmes overall. The present updated guidelines also stress the importance of implementing IPC measures in a systematic and objective way that prioritizes consideration of the hierarchy of IPC controls.

This global report is an update of the previous edition issued in 2022 and provides a snapshot of the implementation of the WHO recommendations and standards aimed at making health care settings a safe environment through best practices in IPC, including water, sanitation and hygiene (WASH) and waste management. It highlights the burden of health care-associated infections (HAIs) and antimicrobial resistance (AMR) and the related harm to both patients and health workers in care settings. It presents also an updated global situation analysis of the implementation of IPC programmes at the national and health care facility levels, including a focus on the WHO regions. Finally, it highlights recent landmark political and implementation documents, which indicate directions, actions, indicators and targets for countries and the international IPC community to help them to progress in the implementation and improvement of IPC. The report is primarily aimed at those in charge of making decisions and formulating policies in the field of IPC at national, subnational and facility levels. This includes policy-makers, senior managers, administrators who are managing health budgets, and IPC focal points at national (ministry of health, public health institutes, etc.), subnational and health care facility levels.
