Addressing the current debate regarding the liabilities and merits of presidential government, this work asks: does presidentialism make it less likely that democratic governments will be able to manage political conflict, as many prominent scholars have argued? With the unprecedented wave of transitions to democracy since the 1970s, this question has been hotly contested in political and intellectual circles all over the globe. The contributors to this volume examine variations among different presidential systems and sceptically view claims that presidentialism has added significantly to the problems of democratic governance and stability. The contributors argue that presidential systems vary in important ways, mostly according to the constitutional powers accorded to the president to affect legislation and the degree to which presidents parties control legislative majorities.

Using theoretical essays and case studies, the authors address questions of how and when federal institutions matter for politics, policy-making and democratic practice. They also offer conceptual approaches for studying federal systems, their origins and their internal dynamics. We live in an increasingly federalized world. This fact has generated interest in how federal institutions shape politics, policy-making and the quality of life of those living in federal systems. In this book, Edward L. Gibson brings together a group of scholars to examine the Latin American experience with federalism and to advance our theoretical understanding of politics in federal systems. By means of theoretical essays and case studies, the authors address questions of how and when federal institutions matter for politics, policy-making and democratic practice. They also offer conceptual approaches for studying federal systems, their origins and their internal dynamics. The book provides case studies on the four existing federal systems in Latin America - Argentina, Brazil, Mexico and Venezuela - and their experiences in dealing with a variety of issues, including federal system formation, democratization, electoral representation and economic reform.

American Federalism And Public Policy written by Thomas Julius Anton and has been published by Philadelphia : Temple University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 1989 with History categories.

This is a study of the ways in which the federal, state, and local governments share responsibility for policies, producing a system that combines uniformity and diversity. While numerous empirical studies in recent years have detailed particular examples of reforms in federalism, there has been no widely accepted theory by which to evaluate the significance of those details. Thomas Anton synthesizes the particulars to discover what is true in general about the state of American Federalism. He uses a "benefits coalition" conceptual framework on which to organize his discussion. The author sees the purpose of American government as the creation and distribution of benefits to designated populations. He identifies three main types of benefits, which are directed toward individuals both outside and within government: (1) economic-the improvement of economic well-being; (2) juridical-assigning rights and obligations, as in determining eligibility to vote; and (3) symbolic-for example, in designating holidays and in fostering public activities that promote pride in and support for the system.Because of their profound affect on the quality of our lives as well as their increasing cost, the policies and programs jointly pursued by American governments are the focus of reform proposals that now occupy a prominent position on the national agenda. For these and other reasons, Anton's analytical and broadly defined discussion of American Federalism is especially timely. Author note: Thomas Anton is Professor of Political Science and Director of the A. Alfred Taubman Center for Public Policy and American Institutions at Brown University.

Decentralization And Subnational Politics In Latin America written by Tulia G. Falleti and has been published by Cambridge University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2010-04-12 with Political Science categories.

Is it always true that decentralization reforms put more power in the hands of governors and mayors? In post-developmental Latin America, the surprising answer to this question is no. In fact, a variety of outcomes are possible, depending largely on who initiates the reforms, how they are initiated, and in what order they are introduced. Tulia G. Falleti draws on extensive fieldwork, in-depth interviews, archival records, and quantitative data to explain the trajectories of decentralization processes and their markedly different outcomes in Argentina, Brazil, Colombia, and Mexico. In her analysis, she develops a sequential theory and method that are successful in explaining this counterintuitive result. Her research contributes to the literature on path dependence and institutional evolution and will be of interest to scholars of decentralization, federalism, subnational politics, intergovernmental relations, and Latin American politics.
