Cuando, en diciembre de 2002, el Consejo Europeo de Laeken lanzó el proceso que culminó en la firma del Tratado que establece una Constitución para Europa, fijó como uno de sus tres objetivos principales la reforma de todo el sistema de relaciones exteriores de la Unión. Se reconocían así sus insuficiencias. No debe extrañar, pues, que el diagnóstico presentado en este libro sobre el estado actual de las relaciones Unión Europea América Latina sea crítico: ¿cómo pueden dejar de proyectarse sobre un ámbito geográfico específico, que además no constituye la primera de las prioridades para la Unión, esas insuficiencias? La pretensión de los autores es que su diagnóstico sea correcto y abra nuevas perspectivas para conseguir en el futuro lo que no se ha sido capaz de alcanzar en el pasado. Esta es la función principal del Observatorio de las relaciones Unión Europea América Latina (OBREAL) promovido por la Comisión Europea e integrado por 23 instituciones de los dos lados del Atlántico. Este libro es su primera contribución pública.
