After Haiti was struck by a devastating earthquake on January 12, 2010, aid workers and offers of support poured in from around the world. Tellingly, though, news reports on the catastrophe and relief efforts frequently included a pejorative description of the country that outsiders were determined to rebuild: the troubled island nation, a nation plagued by political violence. There was much talk of inventing a “new” Haiti, which would presumably mimic Western modes of development and thus mitigate political instability and crisis. As contributors to this wide-ranging book reveal, Haiti has long been marginalized as an embodiment of alterity, as the other, and the idea of a new Haiti is actually nothing new. An investigation of the notion of newness through the lenses of history and literature, urban planning, religion, and governance, The Idea of Haiti illuminates the politics and the narratives of Haiti’s past and present. The essays, which grow from original research and in-depth interviews, examine how race, class, and national development inform the policies that envision re-creating the country. Together the contributors address important questions: How will the present narratives of deviance affect international relief and rebuilding efforts? What do Haitians themselves think about Haiti, old and new? What are the potential complications and weakness of aid strategies during these trying times? And what do we mean by crisis in Haiti? "A timely collection of articles by some of the leading and emerging scholars and specialists on Haiti, offering a wide range of critical perspectives on the question and meaning of sovereignty in Haiti."--Alex Dupuy, coauthor of The Prophet and Power: Jean-Bertrand Aristide, the International Community, and Haiti "Directly asks the provocative question of ownership and Haitian sovereignty within the post-earthquake moment--an unstable period in which ideas on (re)development, humanitarianism, globalization, militarism, self-determination, and security converge."--Millery Polyné, author of From Douglass to Duvalier: U.S. African Americans, Haiti, and Pan Americanism, 1870-1964 "Powerful essays by experts in their fields addressing what matters most to smaller nations--the meaning of sovereignty, and the horrid trajectory from colonialism, to neocolonialism into neoliberalism."--Patrick Bellegarde-Smith, author of Haiti: The Breached Citadel Although Haiti established its independence in 1804, external actors such as the United States, the United Nations, and non-profits have wielded considerable influence throughout its history. Especially in the aftermath of the Duvalier regime and the 2010 earthquake, continual imperial interventions have time and again threatened its sovereignty. Who Owns Haiti? explores the role of international actors in the country’s sovereign affairs while highlighting the ways in which Haitians continually enact their own independence on economic, political, and cultural levels. The contributing authors contemplate Haiti’s sovereign roots from a variety of disciplinary perspectives, including political science, anthropology, history, economics, and development studies. They also consider the assertions of sovereignty from historically marginalized urban and rural populations. This volume addresses how Haitian institutions, grassroots organizations, and individuals respond to and resist external influence. Examining how foreign actors encroach on Haitian autonomy and shape--or fail to shape--Haiti’s fortunes, it argues that varying discussions of ownership are central to Haiti’s future as a sovereign state. This book gives you the basic information you need to know in order to make up your mind regarding the current situation in Haiti and what can be done about it. While it is clear that, other countries and International organizations have played a significant role for Haiti to be in this predicament, the only way out is for us to put away the victim mentality and take full responsibility in the rebuilding and the reforming of the institutions of the country. This idea where poverty, prosperity, peace and insecurity of any country is related to its institutions is shared by university professors such as Daron Acemoglu and James Robinson. For the institutional rebuilding and reforming of the country, the different elites (Intellectual, political, economic, religious, medical, scientific, sportive, cultural, etc.) have to do their parts without giving excuses and blaming each other. Th is book is one of the fi rst ever published on Haiti after the catastrophic Earthquake of January 12 2010. In Haiti:Th e Refoundation of a Nation we are introduced to the fruit of the authors long refl ection and diligent research on the nature of the Haitian state and its diffi cult evolution through more than two hundred years of history. In it, the author believes that Haitis errors began as far back as 1804, and therein lies the primary reason for its troubles. Th e state has unwittingly underdeveloped the country, thus any solution will inevitably work via the reconstruction eff orts of the state and contribute to the development, at last, of the Nation. Th e earthquake of January 12, 2010, that destroyed Port-au-Prince and all physical symbols of governance within, added to the already existing concept of reconstruction of the Haitian state not only institutional applications, but now also a physical, infrastructural aspect; crafting the state and also rebuilding its house. As it relates to infrastructure, Dr. Pauyo relies on the recommendations of experienced planners, geologists, architects and other scientifi c experts. He believes that it is time we learn to trust these scientists, those with knowledge and experience, and not amateurs or self-taught builders. Despite the challenges posed by the monstrous physical and institutional ruins of January 12th, Pauyos work is a bold endeavor towards discovery. Haiti must fl ush out the erroneous tracks leading her nowhere. Her sons and daughters, welded with the international community, must pave new paths for the full development of this country, and the emergence of a just society and a proud nation!

“This book...avoids the political debates about Jean-Bertrand Aristide that dominate so many current writings about Haiti. Its focus is the society itself, the sources of difference, the origins of violence, and the possibility of change....The superb work done by the editors has established a high standard for future efforts.” (Terry Copp and John English from the Preface) Haiti is a country in the midst of a political, economic, ecological, and social crisis. Violence has sabotaged attempts to establish the rule of law, and state infrastructure is notably absent in much of the country, leading to an overall climate of insecurity. Haiti: Hope for a Fragile State sheds light on the varied and complex roots of the current crisis, dispels misperceptions, and suggests that the situation in Haiti, despite evidence to the contrary, is not completely desperate. It brings together diverse perspectives on development, the military, history, NGOs, and politics and discusses the peace-building efforts of the past, suggesting ways to move forward to make Haiti a strong state.
