Haiti shares the island of Hispaniola with the Dominican Republic. Since the fall of the Duvalier dictatorship in 1986, Haiti has struggled to overcome its centuries-long legacy of authoritarianism, extreme poverty, and underdevelopment. Economic and social stability improved considerably, and many analysts believed Haiti was turning a corner toward sustainable development when it was set back by a massive earthquake in January 2010 that devastated much of the capital of Port-au-Prince. Although it is recovering, poverty remains massive and deep, and economic disparity is wide: Haiti remains the poorest country in the western hemisphere. Haiti is in a political crisis as the expiration date for terms of most of the Haitian legislature approaches. In the fourth year of President Michel Martelly's five-year term, Congress and the donor community have expressed growing concern about his commitment to the democratic process due to his government's failure to hold legislative elections almost three years overdue. Haiti took some steps to move the process forward, but the Senate has failed to pass the necessary electoral law amendments. Saying they lack confidence in the provisional electoral council (CEP) that is to oversee the elections, some opposition members refuse to vote for the bill. Several major opposition parties are boycotting the elections. Thousands of protesters have called for Martelly's resignation. If the elections do not occur before January 12, 2015, the parliament will lack a quorum, and Martelly could rule by decree, increasing already-high political tensions. On December 9, a commission appointed by Martelly called for the CEP and the prime minister to resign and a consensus government to be formed. Haiti is a key foreign assistance priority for the Obama Administration in Latin American and the Caribbean. Haiti's developmental needs and priorities are many. The Haitian government and the international donor community are implementing a 10-year recovery plan focusing on territorial, economic, social, and institutional rebuilding. An outbreak of cholera in late 2010 has swept across most of the country and further complicated assistance efforts. Progress has been made in developing democratic institutions, although, as evident in the current crisis, they remain weak. The United Nations Stabilization Mission in Haiti (MINUSTAH) has been in Haiti to help restore order since the collapse of former President Jean-Bertrand Aristideâe(tm)s government in 2004. The mission has helped facilitate elections, combat gangs and drug trafficking with the Haitian National Police, and played a key role in emergency responses to natural disasters. Nonetheless, popular protests have called for MINUSTAHâe(tm)s withdrawal because of sexual abuse by some of its forces and scientific findings that its troops apparently introduced cholera to the country. In 2013 the U.N. said it would not compensate cholera victims, citing diplomatic immunity. Victims have filed a class action suit against the U.N. in U.S. federal court. The main priorities for U.S. policy regarding Haiti are to strengthen fragile democratic processes, continue to improve security, and promote economic development. Other concerns include the cost and effectiveness of U.S. aid; protecting human rights; combating narcotics, arms, and human trafficking; and alleviating poverty. Congress shares these concerns. The immediate priority is that a resolution to the elections impasse be reached quickly: concerns are high that further delays and Martelly ruling by decree will heighten political tensions and instability.

An outbreak of cholera that began in late 2010 has swept across most of the country and further complicated assistance efforts. While some progress has been made in developing democratic institutions, they remain weak. In May 2011, following yet another controversial election, President Rene Preval was succeeded by Michel Martelly, a popular musician without any previous political experience. President Martelly's difficulty in forming a government and political gridlock, especially the lengthy and contentious delays in beginning a long overdue elections process, are hampering reconstruction efforts and frustrating international donors. Some steps toward elections have been made, including naming an electoral council and passing a political parties law.

After supporting Préval as the indispensable President of Haiti, the United States and France grew increasingly antagonistic to him and were bent on preventing the election of his handpicked successor, Jude Célestin. In fact, Seitenfus reveals that this antagonism reached the point where the Core Group led by Mulet attempted to remove Préval from office and send him into exile. Had it not been for the intervention of Seitenfus himself, Préval might well have had in Mulet's words "to leave the presidency and abandon Haiti." While the Core group failed to carry this gross and illegal coup, it nonetheless succeeded in creating a process that changed the results of the first round of the presidential elections and opened the way to Martelly's election in the second round. Seitenfus' explosive revelations are of great significance and deserve to be known by a wide audience. In addition, Seitenfus expands the thoughts he initially developed in an interview published in December 2010 that was highly critical of the international intervention in Haiti and that ultimately led to his firing by the OAS. Haiti: International Dilemmas and Failures shows convincingly that the intervention has been a failure. It has not contributed to any significant economic development, it has failed to stabilize the democratic transition, and it has a deeply flawed record on establishing the institutions required for a secure environment. He also makes the case that the agreements signed between the Haitian government and the UN allowing MINUSTAH to take control of the country were illegal; they lacked the endorsement of Haiti's president, and were thus unconstitutional. Seitenfus is not only critical of the foreign community; he has harsh words for the behavior of Haiti's venal political class and predatory elite. While he has good things to say about Préval, he is right in condemning his anarchic disdain for institutions and his slow and hesitant reaction to the earthquake. Préval was no dictator and probably did more for national reconciliation than any other Haitian leader, but he lacked a sense of purpose to guide the country in the aftermath of the devastating earthquake. In conclusion, Seitenfus has written a provocative and most persuasive and detailed account of the travail of the foreign occupation of Haiti. It will attract a wide audience; "Haitianists," academics and professionals studying international relations, humanitarian interventions, the Caribbean, Latin America, and the UN will be interested in Haiti: International Dilemmas and Failures. Seitenfus has thus written an important and critical book that will become a must read for anyone interested in Haiti, development, and humanitarian interventions. He shows persuasively that the type of foreign assistance that Haiti has been receiving does more harm than good. I am convinced that Haiti: International Dilemmas and Failures will be a major reference in Haitianist circles for a long time to come; it is an eloquent challenge to the prevailing system of foreign assistance and imperial interference. Haiti is a constitutional republic with a multiparty political system. There were some allegations of fraud and irregularities in the second round of presidential and legislative elections on March 20, but international observers considered the elections generally free and fair. Voters elected President Michel Martelly, who took office on May 14 but was unable to secure the required parliamentary approval of a prime minister until October 4. Thus day-to-day government operations and budgetary discretion remained in the hands of the outgoing Preval government for six months, during which time there were multiple allegations of human rights abuses, corruption, and embezzlement of public funds. Security forces reported to civilian authorities in principle, but there were instances in which elements of the security forces and some other government officials acted independently of civilian control.
