In 1981 I was asked by some DePauw University students to serve as faculty adviser for a group planning to work in rural Haiti during the nearly month-long interim term. I accepted the offer for several reasons. I had enjoyed being the faculty adviser for two previous work projects in Guatemala and Jamaica. I had found the experience was educationally valuable for undergraduates, and I could use it to enhance classroom learning during the semester. In addition, the experience of living and working in a radically different environment was intellectually stimulating for me as a social scientist interested in welfare economics. Finally, because such volunteer projects were rare in the early 1980s, I realized the opportunity should not be passed up. It was a chance to see a part of the world I had heard of but knew little or nothing about except from accounts found in newspaper and magazine articles.

What is the relationship between migration and politics in Quebec? How did French Canadians’ activities in the global south influence future debates about migration and Quebec society? How did migrants, in turn, shape debates about language, class, nationalism and sexuality? A Place in the Sun explores these questions through overlapping histories of Quebec and Haiti. From the 1930s to the 1950s, French-Canadian and Haitian cultural and political elites developed close intellectual bonds and large numbers of French-Canadian missionaries began working in the country. Through these encounters, French-Canadian intellectual and religious figures developed an image of Haiti that would circulate widely throughout Quebec and have ongoing cultural ramifications. After first exploring French-Canadian views of Haiti, Sean Mills reverses the perspective by looking at the many ways that Haitian migrants intervened in and shaped Quebec society. As the most significant group seen to integrate into francophone Quebec, Haitian migrants introduced new perspectives into a changing public sphere during decades of political turbulence. By turning his attention to the ideas and activities of Haitian taxi drivers, exiled priests, aspiring authors, dissident intellectuals, and feminist activists, Mills reconsiders the historical actors of Quebec intellectual and political life, and challenges the traditional tendency to view migrants as peripheral to Quebec history. The Introduction to this report focuses on the expulsion of Haitians and Dominico-Haitians from the Dominican Republic between the months of June and September 1991, coercive labour practices on sugarcane plantations, progress since the 1991 harvest, and the stance of the United States. The first section of the report deals with forced 'repatriations', including the Presidential Decree 233-91 which promised reforms in the treatment of sugarcane workers, the arbitrariness of expulsions, the failure to recognize Dominican citizenship, and the widespread abuses during roundups of Haitians. Individual case studies are presented of the abuses as well as information on detention centres and testimony of deportees. The report then examines forced recruitment at the border and in Haiti. Individual case studies are again used. A separate section of the report concerns forced labour. The report argues that the practices of restriction of freedom of movement, confiscation of personal belongings and detention and physical mistreatment combined to form a system of coercion that continued to underlie the state sugar industry in 1992. The report states that the Dominican Government continues to reject and to try to discredit international criticism of its human rights practices. The report defends many of the criticisms put forward by the Dominican Government against Americas Watch and the National Coalition for Haitian Refugees. The final section of the report deals with US policy and the decision of the Administration to maintain trade benefits to the Dominican Republic. The attitude of the US State Department and the US Congress towards the Dominican labour practices are also evoked. The report concludes with various recommendations for the Dominican Government.

In this sweeping history, leading Haitian intellectual Jean Casimir argues that the story of Haiti should not begin with the usual image of Saint-Domingue as the richest colony of the eighteenth century. Rather, it begins with a reconstruction of how individuals from Africa, in the midst of the golden age of imperialism, created a sovereign society based on political imagination and a radical rejection of the colonial order, persisting even through the U.S. occupation in 1915. The Haitians also critically retheorizes the very nature of slavery, colonialism, and sovereignty. Here, Casimir centers the perspectives of Haiti's moun andeyo—the largely African-descended rural peasantry. Asking how these systematically marginalized and silenced people survived in the face of almost complete political disenfranchisement, Casimir identifies what he calls a counter-plantation system. Derived from Caribbean political and cultural practices, the counter-plantation encompassed consistent reliance on small-scale landholding. Casimir shows how lakou, small plots of land often inhabited by generations of the same family, were and continue to be sites of resistance even in the face of structural disadvantages originating in colonial times, some of which continue to be maintained by the Haitian government with support from outside powers.

Yet Haiti’s nineteenth-century has yet to receive its due, this despite independent Haiti’s vital importance as the first nation to permanently ban slavery and its ongoing struggle for sovereignty in the Atlantic World. Louis-Joseph Janvier (1855–1911) is one of the foremost Haitian intellectuals and diplomats of the late-nineteenth and early twentieth centuries. His prolific oeuvre offered enduring challenges to racist slanders of Haiti and critiques of the global inequalities that arose from European colonialism and the Transatlantic Slave Trade. Through his writings, Janvier influenced the international debates about slavery, race, nation, and empire that shaped his era and, in many ways, remain unresolved today.
