Namun, kemunculan kekuatan Islam politik tersebut justru dibungkus dengan baju eksrimisme sebagai dampak dari kekalahan Islam politik di jalur politik praktis. Partai-partai Islam yang sekarang memiliki kursi di parlemen pun, perilaku mereka tidak jauh berbeda dengan partai sekulernasionalis lainnya. Bahkan, kita hampir tidak bisa membedakan mana partai Islam dan partai non-Islam. Perilaku mereka sama saja. Koruptor pun banyak yang lahir dari partai Islam. Skandal moralitas juga dilakukan aktivis-aktivis dari partai Islam. Kecurangan dalam pemilu juga tidak sedikit dilakukan oleh politisi dari partai Islam.

How right-wing political entrepreneurs around the world use religious offense—both given and taken—to mobilize supporters and marginalize opponents. In the United States, elements of the religious right fuel fears of an existential Islamic threat, spreading anti-Muslim rhetoric into mainstream politics. In Indonesia, Muslim absolutists urge suppression of churches and minority sects, fostering a climate of rising intolerance. In India, Narendra Modi's radical supporters instigate communal riots and academic censorship in pursuit of their Hindu nationalist vision. Outbreaks of religious intolerance are usually assumed to be visceral and spontaneous. But in Hate Spin, Cherian George shows that they often involve sophisticated campaigns manufactured by political opportunists to mobilize supporters and marginalize opponents. Right-wing networks orchestrate the giving of offense and the taking of offense as instruments of identity politics, exploiting democratic space to promote agendas that undermine democratic values. George calls this strategy “hate spin”—a double-sided technique that combines hate speech (incitement through vilification) with manufactured offense-taking (the performing of righteous indignation). It is deployed in societies as diverse as Buddhist Myanmar and Orthodox Christian Russia. George looks at the world's three largest democracies, where intolerant groups within India's Hindu right, America's Christian right, and Indonesia's Muslim right are all accomplished users of hate spin. He also shows how the Internet and Google have opened up new opportunities for cross-border hate spin. George argues that governments must protect vulnerable communities by prohibiting calls to action that lead directly to discrimination and violence. But laws that try to protect believers' feelings against all provocative expression invariably backfire. They arm hate spin agents' offense-taking campaigns with legal ammunition. Anti-discrimination laws and a commitment to religious equality will protect communities more meaningfully than misguided attempts to insulate them from insult.

Although Che Guevara was murdered almost sixty years ago, the famous red-and-black image of him is still widely seen around the world: at leftist political demonstrations and, ironically - given his strong opposition to capitalism - on many commercial products. This review describes accountability arrangements to combat corruption in the infrastructure sector. The sustainability of the livelihoods of the poor in low- and middle-income countries is compromised by corruption in the delivery of infrastructure services. Such services include water supply, sanitation, drainage, the provision of access roads and paving, transport, solid waste management, street lighting and community buildings. For this reason, The Water, Engineering Development Centre, (WEDC) at Loughborough University in the UK is conducting research into anti-corruption initiatives in this area of infrastructure services delivery. This series of reports has been produced as part of a project entitled Accountability Arrangements to Combat Corruption, which was initially funded by the Department for International Development (DFID) of the British Government. The purpose of the work is to improve governance through the use of accountability arrangements to combat corruption in the delivery of infrastructure services. These findings, reviews, country case studies, case surveys and practical tools provide evidence of how anti-corruption initiatives in infrastructure delivery can contribute to the improvement of the lives of the urban poor. The main objective of the research is the analysis of corruption in infrastructure delivery. This includes a review of accountability initiatives in infrastructure delivery and the nature of the impact of greater accountability.

Electronic voting is often seen as a tool for making the electoral process more efficient and for increasing trust in its management. Properly implemented, e-voting solutions can increase the security of the ballot, speed up the processing of results and make voting easier. However, the challenges are considerable. If not carefully planned and designed, e-voting can undermine the confidence in the whole electoral process. Technology upgrades in elections are always challenging projects that require careful deliberation and planning. Introducing e-voting is probably the most difficult upgrade as this technology touches the core of the entire electoral process—the casting and counting of the votes. E-voting greatly reduces direct human control and influence in this process. This provides an opportunity for solving some old electoral problems, but also introduces a whole range of new concerns. Consequently, e-voting usually triggers more criticism and opposition and is more disputed than any other information technology application in elections. This Policy Paper outlines contextual factors that can influence the success of e-voting solutions and highlights the importance of considering these factors before choosing to introduce new voting technologies.
