This paper is an outgrowth of comments I heard and attitudes I experienced at the JFCOM Joint Space Concept Development and Experimentation Workshop in Norfolk at the end of March 2004. I presented a briefing on near-space at the conference along with colleagues from JFCOM, the Army Space and Missile Defense Battlelab, the Naval Research Laboratory, and the Navy Warfare Development Command. It discussed how many functions that are currently done with satellites could be performed for tactical and operational commanders using near-space assets much more cheaply and with much greater operational utility. The briefing was very well received with nothing but positive comments all around. However, once we broke into focus groups trying to develop exercise inputs for such subjects as operationally responsive space, the near-space concept was almost forgotten. It didn't fit into the normal mindset of what space meant, so it was difficult to convince other group members that it should be discussed in the same breath as, say, a TacSat-type program. After much thought, it was my perception that the problem was one of mindset as to what the word "space" meant to the warfighter. After reading space doctrine (Army, Navy, Air Force, and Joint), I discovered that the mindset I sensed at the workshop had actually been codified to define space as a place where we operate satellites. That mindset is counterproductive.

Space weather has an enormous influence on modern telecommunication systems even though we may not always appreciate it. We shall endeavor throughout this monograph to expose the relationships between space weather factors and the performance (or lack thereof) of telecommunication, navigation, and surveillance systems. Space weather is a rather new term, having found an oMicial expression as the result of several government initiatives that use the term in the title of programs. But it is the logical consequence of the realization that space also has weather, just as the lower atmosphere has weather. While the weather in space will influence space systems that operate in that special environment, it is also true that space weather will influence systems that we understand and use here on terra firma. This brings space weather home as it were. It is not some abstract topic of interest to scientists alone; it is a topic of concern to all of us. I hope to make this clear as the book unfolds. Why have I written this book? First of all, I love the topic. While at the Naval Research Laboratory (NRL), I had the opportunity to do research on many topics including: Thomson scatter radar and satellite beacon studies of the ionosphere, utilization of the NASA Gemini platform for ionospheric investigations, microwave radar propagation studies, I-IF signal intercept and direction-finding experiments, and multi-disciplinary studies of certain physical phenomena relevant to weapon systems development.

This report provides descriptions of environmental models used in the near-earth environment for the analysis of earth-based and satellite data. Included are models of the ionosphere, atmosphere, radiation belt, Earth's magnetic field, and orbital prediction. These models are used at PL for a variety of purposes, in particular, for the analysis of experimental data obtained from ground based instruments and, where applicable, instruments carried on balloons, rockets, and satellites. Some of the models described here were developed at PL based upon such measurements. For many of the models described here, computer output is provided together with estimates of computer (CPU) times required to generate such output. The computer codes (subroutines) for these models are frequently incorporated into programs used for data analysis and reduction, as well as mission planning. It is hoped that this report will serve as a useful reference for planning such future missions.
