Fiscal health of local governments and municipalities has remained an important issue since the crises of the 1970s in places like New York, Philadelphia and Cleveland. More recently, the bankruptcy of Orange County California raised the possibility of a different type of financial failure than earlier ones. The beginning of the 21st century has witnessed two major economic bubbles including the dotcom and housing bubbles. These economic cycles combined with increasing health care, pension and other structural costs continue to challenge the fiscal viability of many jurisdictions. In particular, the economic and financial crisis of 2007-2008 is likely to result in potentially serious fiscal challenges for local jurisdictions.

The Oxford Handbook Of Local And Regional Democracy In Europe written by John Loughlin and has been published by OUP Oxford this book supported file pdf, txt, epub, kindle and other format this book has been release on 2012-11-08 with Political Science categories.
The Oxford Handbook of Local and Regional Democracy in Europe analyses the state of play of democracy at the subnational level in the 27 member states of the EU plus Norway and Switzerland. It places subnational democracy in the context of the distinctive Anglo, the French, the German and Scandinavian state traditions in Europe asking to what extent these are still relevant today. The Handbook adapts Lijphart's theory of democracy and applies it to the subnational levels in all the country chapters. A key theoretical issue is whether subnational (regional and local) democracy is derived from national democracy or whether it is legitimate in its own right. Besides these theoretical concerns it focuses on the practice of democracy: the roles of political parties and interest groups and also how subnational political institutions relate to the ordinary citizen. This can take the form of local referendums or other mechanisms of participation. The Handbook reveals a wide variety of practices across Europe in this regard. Local financial systems also reveal a great variety. Finally, each chapter examines the challenges facing subnational democracy but also the opportunities available to them to enhance their democratic systems. Among the challenges identified are: Europeanization, globalization, but also citizens disaffection and switch-off from politics. Some countries have confronted these challenges more successfully than others but all countries face them. An important aspect of the Handbook is the inclusion of all the countries of East and Central Europe plus Cyprus and Malta, who joined the EU in 2004 and 2007. This is the first time they have been examined alongside the countries of Western Europe from the angle of subnational democracy.

Local Government is an area where management skills are tested to the extreme. With political considerations evident both locally and nationally, managing resources can be complex and subject to change. This book introduces new concepts and new ways of doing business that can greatly enhance the value of the services a local government provides to its citizens, without putting a greater financial burden on taxpayers. Padovani and Young present out-of-the-box thinking based on solid research and experience to discuss topics such as: Incorporating outcome indicators into strategic planning and budgeting Building a LG’s budget with ‘cost drivers’ Expanding the concept of ‘enterprise funds’ Assessing and better managing the risk associated with outsourcing Using the concept of ‘shadow pricing’ to compare public with private sector costs for services This book is a must-read for students of public administration and management, senior and middle managers in local governments around the world, and citizens who are concerned with more effective management of their local government’s programs and services.
