We live in a world of constant and dynamic change. Change manifests in various guises ranging from small to big, local to global, individual to societal, or from subtle to sudden. It often comes out of the unexpected, yet people can also actively bring about change. Change can be for the better, but often reality means change for the worse. Preconditions for a contented and happy life, both material and intangible, are constantly challenged. Living conditions of individuals as well as communities are affected by inequality, exclusion, or poverty. Different kinds of challenge and change require different reactions. This volume results from a two-day conference in November 2011 in Salzburg, Austria, bringing together researchers and practitioners from different scientific disciplines in order to discuss approaches of poverty research, social inclusion strategies, and local knowledge applications with particular focus on transformation. The contributions shed light on appropriate theories, methodologies, and concrete applications of change concepts referring to poverty, place and identity at different temporal, social, and spatial scales. This study examines, both conceptually and empirically, the welfare mix in the activity field of poverty relief and specific shifts of this mix, i.e. changes towards privatization and marketization. In the first part of the study, the meanings of the concepts 'welfare mix', 'privatization' and 'marketization' are disentangled and the concepts are connected. Based on this conceptual framework, the second part of the study assesses the welfare mix in poverty relief and recent changes thereof empirically. The empirical part focuses on Austria. There, mainly two types of organizational actors, namely public agencies and nonprofits, provide poverty alleviation. Thus, only the roles and contributions of these two types of providers are examined.

This book provides the first comprehensive analyses of the challenges all European welfare systems have been facing since 2007, combining in-depth country-based studies and comparative chapters. It focuses on: 1) the economic and financial crisis, 2) demographic change, and 3) the balance between avoiding risks and opening up opportunities in social policy. The results show that European welfare systems tend to face the same challenges in different ways and that also their responses to those challenges differ considerably. Although the EU also plays a part in shaping national welfare systems, it becomes evident that European welfare systems are by no means converging: in terms of social policy, national diversity within Europe is still a major factor that will shape future developments in European welfare systems.
