Commentators distinguish between two kinds of power, ?hard? and ?soft.? The promise in this logic is obvious. Unfortunately, to date, the idea of soft power has not been subjected to a critical forensic examination. The ill consequences of America's difficulty in thinking and behaving strategically are augmented perilously when unwarranted faith is placed upon soft power that inherently resists to strategic direction. Although it is appropriate to be skeptical of the utility of soft power, this must not be interpreted as advice to threaten or resort to military force with scant reference to moral standards. Not only is it right in an absolute sense, it is also expedient to seek, seize, and hold the moral high ground. The more challenging contexts for national security will still require the mailed fist, even if it is cushioned, but not concealed, by a glove of political and ethical restraint. Gives readers the resources to explore and understand the wide range of factors that shape American foreign policy, as well as a fact-based approach to examining partisan debates about national security priorities, economic prosperity, capitalism, and human rights. How much foreign aid does the United States give foreign countries? How many military bases do US forces have around the world, and for what reasons? Why are US attitudes about the North Atlantic Treaty Organization (NATO) so important to economic and political stability in Europe? Where do America's political parties stand on issues of free trade, counterterrorism, human rights, economic exploitation, and international cooperation on environmental issues such as climate change? How have US relations with China and Russia changed over the last half century? This fact-checking resource answers all these questions and more, drawing on essential primary sources, authoritative government studies and reports, and top experts in the field. Rather than a specific ideological approach to the topic, this book presents the facts pertaining to the most consequential issues in American foreign policy and international relations today.

When considering the damage caused by the hard power of military intervention, soft power comes across as an appealing alternative. Soft power depends on diplomatically appealing to others to gain favor and influence rather than using coercive force, offering a more peaceful means of engaging in international relations. However, whether soft power is as effective as hard power and how it can be achieved is a source of debate. Through the diverse perspectives in this volume, readers will gain an understanding of the differing perspectives on soft power's efficacy as a political strategy and the ways it can be implemented.

It is sometimes said that, in the 21st century, the country that tells the better story wins, rather than the country whose army can prevail on the battlefield. That ability to attract others, persuade and set the agenda, soft power, plays an increasingly important role in international relations and in Indian foreign policy. However, while most of the rediscovered interest in India has been focused on its hard power attributes, such as its military and economy, this book concentrates on less tangible assets, such as its culture, ideas and people. The first comprehensive analysis of India’s soft power done from an international relations perspective, this book tracks the changes in Indian foreign policy over last two decades to show how soft power strategy, tools and institutions have been given a more prominent place in India’s external affairs. The study evaluates India’s soft power assets and liabilities and shows how the state is trying to make better use of this potential to realise its national interests. It assesses the effectiveness of India’s soft power approach and provides recommendations on possible improvements to make India a major smart power in the future. An intriguing and comprehensive analysis, it will be valuable for students and scholars interested in Indian foreign policy, soft power theory and international relations. Underlining India’s uniqueness, it substantiates the argument that soft power is not confined to the Western world. Thus, it contributes an interesting case study for comparative study of soft powers. Power has been compared to the weather: people discuss it all the time, but very few really understand it. This book seeks to demystify this complex concept by providing students with an incisive and engaging introduction to the shifting configurations of power in the contemporary global order. Drawing on the work of leading international relations scholars, philosophers and sociologists, the analysis goes beyond simplistic views of power as material capability, focusing also on its neglected social dimensions. These are developed and explored through a detailed examination of the changing international role, status and capacities of the United States, Russia and China since the end of the Cold War. Far from achieving multipolarity, the book concludes that the contemporary world remains essentially unipolar; America having moved to correct the mistakes of George W. Bush's first term in office, while China and Russia have, in different ways, limited their own abilities to challenge American primacy. This book will be essential reading for students of international relations and politics, as well as anyone with an interest in the shifting balance of power in the global system.

Military forces have long been the arbiters of national security and continues to be at the vanguard of assuring the sovereignty and stability of a nation. This is an enduring fact. However, in the past few decades, the role of the military forces have undergone an evolutionary change and now spans a much broader spectrum of activities than ever before. Accordingly, the responsibilities placed on the military forces, especially in democratic nations, have also undergone an upward revision. These changes have altered the status and stature of military forces. This book analyses the changing position of military forces and their relationship with other elements of national power vis-à-vis the need to ensure national security. The analysis is carried out in great detail—starting with a discussion of national policy, grand strategy and their connection to the military forces and ending with a discussion of the status of military forces in the national security calculus. It is arranged into five independent sections that contain twenty chapters. The Sword Arm examines the hypothesis that irrespective of the broad definition of national security that is prevalent in modern times and the whole-of-government approach that most democracies have adopted to ensure the security and safety of the nation, military forces continue to be at the vanguard of national security initiatives. On the other hand, democratic nations have a proclivity to sideline the military forces in times of relative peace, which could be detrimental to the overall security of the nation. The book critically investigates this dichotomy and suggests that in 21st century democracies, military forces need to be strengthened to ensure the security of the nation.

This book fosters critical reflection on Europe's place in a fast-changing global environment, covering the soft and hard facets of EU power along the spectrum of low politics–high politics. Taking an innovative case-study approach, it provides a wide understanding of European Studies and International Relations beyond classical power considerations and addresses the crossroads of the two disciplines. Fundamentally, it addresses the specificity of the EU as an actor in International Relations and shows that the EU holds power and influence – creating opportunities for peace-making and peace-building – in a way classical IR theory would suggest it should not. This book will be of key interest to scholars and students of European Studies, foreign policy analysis, International Relations, Security Studies, Political Science, History, and Economics.
